EXECUTIVE SUMMARY
Recommendation to award Bid No. 14 -6269, "Collier County Northeast Recycling Drop -off
Center," to Cleveland Construction in the amount of $5,156,769.21; and, authorize a budget
amendment of $1,400,000 to move funds from Project No. 59015, "Airspace Recovery," to Project
59009, "Northeast Recycling Drop -off Center."
OBJECTIVE: Provide a convenient location for residents and small businesses to bring recyclable
materials and household chemicals to be collected and shipped for proper recycling or disposal.
CONSIDERATIONS: The Board of County Commissioners (Board) adopted the Integrated Solid Waste
Management Strategy ( ISWMS) in 2006 that identified strategies within the broader contours of
recycling, diversion, optimization of existing assets, and obtaining additional facilities. The Collier
County Solid and Hazardous Waste Management Department (SHWMD) is committed to implementing
the ISWMS, which provides for environmentally sound and cost effective solid and hazardous waste
services to residents, businesses, and visitors.
This proposed project touches all four ISWMS principles. The ISWMS specifically recommended
additional recycling facilities in the intermediate term. This project also has a nexus to two other
components of the strategy - diverting hazardous materials from the county for recycling, and
constructing the facility on existing, county -owned land. Most importantly, the construction of this
recycling drop -off center will provide local residents with a much - needed facility to bring their
recyclables and hazardous waste materials for proper disposal. This will reduce illegal dumping of oils,
paints, and tires, protecting our water resources for future generations.
The proposed project provides for the construction of a new county -owned and operated recycling drop -
off center located east of the Collier County Fairgrounds on 39t" Avenue off Immokalee Road. The
facility will allow household hazardous waste to be collected, properly stored, and shipped out of the
county for proper recycling and /or disposal, and remove materials from areas that are subject to storm
and wind elements. This facility will enhance public safety, environmental stewardship, and public
awareness of recycling and proper hazardous materials disposal. It will adhere to the guiding principles of
environmental and growth management compliance, airspace preservation, operational excellence, and
best value service.
Invitation to Bid No. 14 -6269 was advertised in the Naples Daily News on March 24, 2014. The
Purchasing Department notified 1,904 firms through its online procurement system. A non - mandatory
pre -bid conference was held on April 9, 2014. Five bids were received by the bid opening date of April
29, 2014.

The award will be for the base building, Alternatives 1 and 2, and Phase 1 and 2 of the site work. The
Building Base bid consists of 13,450 square feet of work area for the collection of recyclables and
household hazardous materials such as used oils, paints, fluorescent bulbs, and electronics. This area also
includes an office support structure of 1,630 square feet. Alternative 1 consists of 12,450 square feet of
open- roofed work area for the collection of tires, brown goods (e.g., furniture) and white goods (e.g.,
appliances). Alternative 2 is a recessed truck well loading area adjacent to the Alternative 1 work area.
The site work Phase 1 includes site clearing, lake excavation, construction of the main paved access way,
and the site's stormwater management system. Phase 2 will develop the project's utility and parking
infrastructure, as well as the main building and fire pump building pads.
County staff, Disney and Associates, and Davidson Engineering analyzed the bids and found them to be
fair and reasonable. The average bid was within 11 percent of the engineer's estimate of $4,664,288.90.
Staff recommends awarding the contract to the lowest responsive and qualified bidder, Cleveland
Construction, at $5,156,769.21.
The Growth Management Division reviewed the building plans and issued a site development and
building permit for this project.
FISCAL IMPACT: The total cost for construction is $5,156,769.21. Funding is available in, and is
consistent with, the FY2014 Capital Budget approved by the Board on September 19, 2013. A budget
amendment to partially fund the project is being requested. The source of funding is the Solid Waste
Capital Fund (474).
This project is expected to be completed by July 2015. The operating budget impact of the completed
project is summarized below. The source of funds for the operating budget is Solid Waste User Fees
Fund (470). There will be no new personnel hired to staff this Facility. The department will use existing
staff and will augment with contracted labor.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote

GROWTH MANAGEMENT IMPACT: The development of the Northeast Recycling Drop -off Center
is consistent with the county's Growth Management Plan, specifically with the Solid Waste Sub - Element
Objective 2 (Disposal), Policy 2.4 and Objective 3, (Recycle and Recovery). The project is essential to the
county's goal of environmental stewardship, growth management compliance, airspace preservation,
operational excellence, and best value service.
RECOMMENDATION: That the Board of County Commissioners award Bid No. 14 -6269, "Collier
County Northeast Recycling Drop -off Center," to Cleveland Construction in the amount of
$5,156,769.21; approve the necessary budget amendment of $1,400,000 to move funds from Project No.
59015, "Airspace Recovery," to Project 59009, "Northeast Recycling Drop -off Center "; and, authorize
the Chairman to execute the attached construction contract following final review and approval by the
County Attorney's Office.

Dear Mr. Atkinson,
We have received the Bid Tabulation Sheets and have reviewed the data contained
Upon review Cleveland Construction Inc. is the apparent low bidder when the Base Bid and Alternate bid items #1
and #2 and the Site Construction costs are included. A review of the individual line items indicates that the costs for
the building are eleven (11 %) above our estimate for Cleveland and only five percent (5 %) above the building low
bid from Wright Construction. The overall line item costs only vary slightly from the expected building cost. We
account normal market variations for the differences and do not take exception to the costs as outlined.
We have noted the Building only low bidder is Wright Construction, Inc. however the addition of the Site
Development costs place Wright at the #3 position for the project overall. We have reviewed the three (3) low
overall bidders as a part of our process for the summary review.
It is our opinion and to the best of our knowledge, information and belief that the bid as presented by Cleveland
Construction, Inc. is fair a reasonable for the project scope as outlined in our construction documents.

Dear Mr. Atkinson,
After review of the bib tabulation sheets and final review of proposed contractors / sub - contractors, Davidson
Engineering, Inc. is confident that the low bidder, Cleveland Construction, Inc., will perform adequately for Collier
County on the above referenced project. As site civil engineer for the project, we reviewed the site work portion
of the bid and Cleveland Construction, Inc. is proposing to use Bradanna, Inc., a reputable and local site work
contractor. Specifically, the review was focused on Phase 1 and Phase 2 of the proposed work. The contractor's
proposal to complete this work was for $1,497,710.21 (less any allowance). The original engineering estimate was
$1,468,263.90. The difference was $29,446.31 or 2 %.
With this in mind, it is our opinion and to the best of our knowledge that Cleveland Construction, Inc. has
presented a fair and reasonable proposal. Should you need additional information, please notify me.
