EXECUTIVE SUMMARY
Recommendation to approve rankings of firms under Request for Proposal 14-
6255R, Architectural, Engineering and Construction Administrative Services for
the Orange Tree Sheriffs Substation and direct staff to bring a negotiated
contract to the Board for subsequent approval.
OBJECTIVE: To approve staff selection committee rankings for the referenced project
CONSIDERATIONS: This scope of work is to provide professional design, engineering,
permitting, bidding and construction administrative services to design and construct a new
Sheriff's substation located on the same parcel as the current Collier County EMS -12 station, for
occupancy and use in the second half of 2015. This will include developing the programming of
the facility in collaboration with the Sheriff's and EMS stakeholders and preparation of a
modified Site Development Plan.
The RFP was publicly advertised on May 12, 2014. Email notices were sent to eight hundred
(800) contact addresses with sixty two (62) vendors requesting full solicitation packages. Three
(3) responses were received by the due date of June 2, 2014. A public Selection Committee
meeting was held on June 11, 2014 and after review and discussion, and by consensus of the
members, the responding were ranked in the following order:
1. BSSW Architects Inc
2. Harvard Jolly
3. RQAW Consulting Engineers & Architects
Pursuant to the Competitive Consultant's Negotiation Act, Florida Statute Section 287.055, staff
will bring a negotiated contract back to the Board for approval at a subsequent meeting.
FISCAL IMPACT: The Source of funds is from the Law Enforcement Impact Fee, Fund 385,
Project 52011.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval. - CMG
RECOMMENDATION: That the Board of County Commissioners approves rankings of firms
under Request for Proposal 14 -6255R Architectural and Engineering Services for Sheriff's
Office at EMS -12 Orange Tree and directs staff to bring a negotiated contract to the Board for
subsequent approval.
