EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendments in the amount
of $186,000 for Americans with Disabilities Act (ADA) improvements to the public
restrooms on the 3`d floor of the W. Harmon Turner Administration Building
(Building "P).
OBJECTIVE: To obtain authorization for the necessary Budget Amendments in the amount of
$185,000 for ADA improvements to the public restrooms on the 3rd floor of Building "F."
CONSIDERATION: The Administration Building (Bldg "F ") has eight pairs of public restrooms;
one pair per floor. The 1st floor restrooms were previously improved in 2004 to be within ADA
guidelines and made the building technically compliant. The 3rd floor public restrooms serving
the BCC Meeting Room, which have a high public utilization, do not comply with the current
guidelines.
With the high level of public exposure, Staff recommends the 3rd floor restrooms be upgraded to
the ADA compliant standard to the maximum extent possible in the limited space available.
Services to design, permit, and physically remodel the restrooms will be needed to achieve
compliance. During the May 13, 2014, Board of County Commissioners meeting, the Board
expressed the desire to have ADA improvements to the 3rd floor restrooms made immediately.
Using the 1St floor restroom's ADA Improvement Design as a basis, construction costs have
been estimated at today's prices. A contingency is added to account for site constraints and to
correct any code or other unforeseen building deficiencies revealed during construction.
FICAL IMPACT: A Budget Amendments is needed in the amount of $185,000, decreasing
Fund 301 Reserves and increasing Countywide Capital Fund 301, Project No. 52525 (General
Bldg. Improvements). The breakdown for the Budget Amendment is as follows:
Design Services $ 16,400
Permit Fees $ 2,600
Construction /Modification $ 150,000
Construction Contingency for unexpected conditions
revealed durinq demolition and modifications $ 16,000
Total Budget Amendments $ 185,000
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved
as to form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board authorizes the necessary Budget Amendments in the
amount of $185,000, decreasing Fund 301 Reserves and increasing Countywide Capital Fund
301, Project No. 52525 (General Bldg. Improvements), for ADA improvements to the public
restrooms on the 3rd floor of the Administration Building (Building 7 ").
