Agenda 06/24/2014 Item #16D 96/24/2014 16.D.9. EXECUTIVE SUMMARY Recommendation to approve the FY14 Program of Transit system Operations and Capital Projects and submittal of a grant application for the Federal Transit Administration, 49 USC § 5307 FY14 grant funds in the amount of $2,888,127 through the Transportation Electronic Award Management System. OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) system. CONSIDERATIONS: Each year the Alternative Transportation Modes (ATM) Department receives federal grant funds for the management of CAT System under the Urbanized Area Formula Program (49 U.S.C. § 5307) to be used predominantly for transit capital projects as defined by the Federal Transit Administration (FTA). FTA published the available fund amount in the Federal Register on March 10, 2014. Staff has prepared the proposed Program of Projects and has taken it through the Public Involvement Process. Collier County is located within the Bonita Springs/Naples Census Urbanized Area; therefore a portion of the 5307 funding received is shared with Lee County. The amount allocated to the Bonita Springs/Naples Urbanized Area is $3,383,070. The portion of the grant funds that would be awarded to Collier County is $2,888,127 and the difference of $494,943 will be distributed to Bonita Springs/Lee County. The following table illustrates the projects proposed for the appropriated funding, as funding permits. 5307 FY 14 Program of Projects Item Description Amount Minimum 1% Transit Improvements Bus shelter enhancements $50,000 1 % Security Security Enhancement $59,099 10% ADA ADA Paratransit services $288,813 Operating Funds* Bus Route O erations $574,297 Rolling stock Replacement 2 Diesel bus $860,000 Support Vehicle 1 pickup truck $25,000 Preventive Maintenance Rolling stock PM $519,793 Construction Management Construction Manager for Radio Road Facility $25,000 Radio Road Operation, Administration, ADA & Security Enhancements Operations Facility $427,464 Transit Enhancement Bus Wrap Replacement $58,661 Total Expected Amount $2,888,127 A JU% 00 14,29 7) local funds match IS required. A grant application must be entered into the FTA Transportation Electronic Award Management System (TEAM) to utilize these funds. The application has been prepared and is attached for the Board's approval. The capital portion of the grant requires a twenty (20 %) percent match. Collier County will request approval from the Florida Department of Transportation for the use of toll revenue credits in the amount of $578,458 as a soft match for the grant. Packet Page -1365- 6/24/2014 16.D.9. After review and approval by FTA, the grant award is electronically executed in TEAM by the Collier County Board appointed designee, Stephen Camell. ATM and Office of Management and Budget grant compliance staff will also use this electronic system to manage the project and submit all required reports. FISCAL IMPACT: No fiscal impact is associated with this action at this time. The grant apportionment is $2,888,127 and includes use of $574,297 for operating assistance. Operating assistance funding requires a dollar for dollar cash match which is available predominantly from the annual Gas Tax (313) transfer to support transit operations. Grant budget amendments along with a budget amendment to transfer the local match will be required once the grant has been awarded. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. —SRT GROWTH MANAGEMENT IMPACT: Transit capital and operations supports goals and objectives of the Transportation Element of the Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners approves the Program of Projects identified herein and authorizes staff to apply and submit the attached grant application for the Federal Transit Administration, 49 U.S.C. § 5307 available grant funds for fiscal year 2014.
