EXECUTIVE SUMMARY Recommendation to approve a Budget Amendment recognizing $828,973.79 of State Housing Initiative Partnership Program allocation and program income for Fiscal Year 2013/2014. OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate- income persons through the State Housing Initiatives Partnership Program. CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski Affordable Housing Act to provide additional funding to local communities to promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the State Housing Initiatives Partnership (SHIP) program, Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to undertake eligible activities. Collier County and the City of Naples received a combined state distribution of $567,140.00 for the 2013/2014 SHIP fiscal year from the Florida Housing Finance Corporation. In addition to the distribution, program income and interest in the amount of $261,833.79 was earned through April 30, 2014. SHIP Revenue to be Recognized SHIP FY 13/14 Distribution $567.140.00 Program Income 7/l/13 thru 4/30/14 $261,833.79 Total SHIP Funds Available 5828,973.79 The proposed expenditure budget of $828, 973.79 will be used to provide purchase assistance, owner - occupied residential rehabilitation assistance and administrative services as identified in the 2013 -2016 Local Housing Assistance Plan, approved on April 23, 2013 (Agenda item 16D4) and amended on April 8, 2014 (Agenda item 16D1). Three percent of SHIP FY13 /14 distribution funds and five percent of program income funds can be used toward administration costs. Use of SHIP Funds Administration $30.105.89 Purchase Assistance $318.867.90 Owner-Occupied Rehabilitation $480.000.00 Total SHIP Funds Available 5828,973.79 FISCAL IMPACT: A budget amendment is necessary in the amount of $828,973.79 to recognize the FY13 /14 SHIP distribution ($567,140.00) and program income ($261.833.79) received from July 1, 2013 to April 30, 3014 within SHIP Grant Fund 791, Project 33258. The proposed action does not have an impact on the General Fund. LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a majority vote for Board approval. - JAB GROWTH MANAGEMENT IMPACT: Acceptance of these funds affordable housing opportunities for its citizens and further the goals Collier County Growth Management Plan.
