EXECUTIVE SUMMARY
Recommendation to approve the consultant rankings by quadrant for Request for Proposal
14 -6190 Golden Gate Stormwater Drainage Improvement Project Design and authorize
staff to negotiate contracts with the top ranked firms for subsequent Board approval.
OBJECTIVE: To obtain professional engineering services to upgrade the stonmwater
management system in Golden Gate City.
CONSIDERATIONS: In 2010, Collier County Stonnwater.Section contracted for a Golden
Gate City Stormwater System Inventory and Master Plan. This work inventoried the existing
stormwater system and divided Golden Gate City into four quadrants of approximately one
square mile each. Within these quadrants, the areas were further subdivided into sub - systems.
The inventory analyzed the condition of the existing stonmwater structures and pipes and made
recommendations on a program to rehabilitate the existing stormwater system. Most of the
system is more than 50 years old and has passed its useful lifespan and is now functionally
obsolete. The Board of County Commissioners (Board) adopted the 2014 Capital Budget that
identified the requirement for upgrading this stormwater system.
On March 25, 2014 (Agenda Item 16A16), the Board authorized staff to negotiate contracts with
the top ranked four (4) firms as this solicitation anticipated the selection of four professional
engineering firms to conduct the referenced professional services for four specific quadrant
boundaries (one finn for each quadrant), namely, the following:
1. Northwest Golden Gate City;
2. Northeast Golden Gate City;
3. Southwest Golden Gate City; and
4. Southeast Golden Gate City.
The assignment of each quadrant was to be assigned in order of final ranking with each firm
assigned a quadrant based on size and scope complexity.
During agenda preparation and review, staff identified that the Selection Committee had not
ranked the four top firms within each project quadrant pursuant to Florida Statute 287.055; thus,
the Board had not approved those rankings for contract negotiation purposes. On Tune 3, 2014,
the Selection Committee was reconvened and each of the four (4) qualified consultants was
ranked by quadrant as depicted on the attaclunent.
Staff recommends that the Board review and approve the consultant rankings by quadrant for
Request for Proposal 14 -6190 Golden Gate Stormwater Drainage Improvement Project Design
and authorize staff to negotiate contracts with the top ranked firm for subsequent Board
approval; should negotiations not be completed with the top ranked firm, staff will commence
negotiations with the second most qualified firm with the quadrant ranking pursuant to the
CCNA process outlined in Florida Statute 287.055.

FISCAL IMPACT: Funding is available in the FY14 Capital budget. The source of funding
for this project is a transfer from the Unincorporated Area General Fund 111 into the Stormwater
Capital Projects Fund 325. The implementation of the multi -year project will be subject to
funding availability in Project 50129.
The replaced stormwater infrastructure will have a functional lifespan of fifty (50) years. The
recurring cost for periodic inspection and cleaning of all the stormwater system on a three (3) to
five (5) year basis is estimated to be $5,000 per cycle.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
RECOMMENDATION: That the Board of County Commissioners approves the consultant
rankings by quadrant for Request for Proposal 14 -6190 Golden Gate Stormwater Drainage
Improvement Project Design and authorizes staff to negotiate contracts with the top ranked finns
for subsequent Board approval.
