EXECUTIVE SUMMARY
Recommendation to reappoint one member to the Contractors Licensing Board
OBJECTIVE: To reappoint one member to a three year term to expire on June 30,2017.
CONSIDERATIONS: This 9 member board determines the qualifications of applicants for the
various categories of the Contractors' Certificates of Competency. They also hold hearings to
determine if a certificate of competency of any contractor, master or journeyman should be
revoked, or if the holder should be disciplined. A minimum of 3 members must be consumer
representatives who are residents of the local jurisdiction and are not, and have never been, a
member or practitioner of a profession regulated by the board or a member of any closely related
profession. Members of the CLB who are not consumer representative members should be either
a licensed architect, a licensed general contractor, a licensed engineer, a licensed electrical
contractor, a licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing
contractor, a licensed residential, or a licensed building contractor. Terms are 3 years. This is a
Quasi Judicial Board. A list of the current membership is included in the backup.
The term of Mr. Kyle Lantz expires on June 30, 2014. The expiring term was advertised and
applications were received from the following interested citizens:

ATTENDANCE: Mr. Lantz has a 95%attendance rate in the past two years.

NOTE: Mr. Lantz is a Lee County resident who holds several Collier County contractors
licenses. At Mr. Lantz's initial appointment and subsequent reappointment,the Board of County
Commissioners waived the residency provision. In reappointing Mr. Lantz, the Board would be
implicitly waiving the residency requirement.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners considers the application
for reappointment, reappoints Mr. Lantz to a term expiring on June 30, 2017, and directs the
County Attorney to prepare a resolution confirming the reappointment.

This 9 member board was created by Ord. No. 78-2, 85-42, 90-105, 92-61 to determine the
qualifications of applicants for the various categories of the Contractors'Certificates of
Competency. They also hold hearings to determine if a certificate of competency of any
contractor, master or journeyman should be revoked. A minimum of 2 members shall reside
within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City
Council. Fl Stat, Sec 489.131, sub 10 states that 3 members must be consumer
representatives. The consumer representatives may be any resident of the local jurisdiction that
is not, and has never been, a member or practitioner of a profession regulated by the board or a
member of any closely related profession. Members of the CLB who are not consumer
representative members should be either a licensed architect, a licensed general contractor, a
licensed engineer, a licensed electrical contractor, a licensed plumbing contractor, a licensed
mechanical contractor, a licensed roofing contractor, a licensed residential, or a licensed building
contractor. These categories are merely directory and failure to have a member of each of the
trades is not grounds for voiding any action of the Board. Terms are 3 years. This is a Quasi
Judicial Board. Amended by Ordinance No. 94-34, 95-11, 97-68, 99-45, 2002-2, 2006-46.
