EXECUTIVE SUMMARY,
Recommendation to standardize the use of ESRI GIS products, waive
competition and authorize single source purchases with ESRI for the County's geographic
information systems(GIS)solutions. Estimated annual fiscal impact is $100,000.
OBJECTIVE: To purchase new and maintain existing ESRI software licenses for GIS
solutions for County operating departments.
CONSIDERATIONS: The County uses ESRI's GIS mapping systems and products to
manage and display geographic information and associated data.
The existing GIS systems, and the contracts for support of the systems, are provided by
ESRI. ESRI is the sole manufacturer and distributor for the following products:
• Annual Maintenance
• ArcGIS for Desktop, Standard
• ArcGIS for Desktop,Advanced
• ArcGIS for Server
• ArcGIS Online
• ESRI Developer Network
• Additional products as identified in the attached list
There are a number of other ESRI GIS products that do not require a sole source waiver of
competition. The County will solicit bids for the purchase of these products at a future date.
County operating departments may consolidate their anticipated spend within these
categories and create a contract for these products.
The Purchasing Director certifies that it is in the County's best interest(from a productivity,
infrastructure and financial perspective) to waive competition and declare the ESRI
products,and associated services, listed above as single source and to waive competition for
a period of five (5) years. The Purchasing and Information Technology directors will
annually assess the products and price schedules and endeavor to negotiate best pricing for
County departments.
Formal competition may be waived by the Board of County Commissioners pursuant to
Section Nine (B)(4)of the Collier,County Purchasing Ordinance, if it is determined to be in
the best interest of the County. Staff is requesting that the Board waive formal competition
and declare ESRI as a single source provider for its GIS maintenance,products, licenses and
services on the attached list for five (5) years. Other ESRI products will not be covered
under this waiver as long as there are at least two suppliers to provide quotes, if a
Countywide contract is not in place.
FISCAL IMPACT: Funding is available in department operating and capital budgets.
Historically,the County has purchased approximately$100,000 annually from ESRI.

GROWTH MANAGEMENT IMPACT: There is no Growth Management impact with
this executive summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney,
is approved as to form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners standardizes the use
of ESRI products and systems, waives competition, and authorizes single source purchases
with ESRI for the County's geographic information systems (GIS) mapping, software and
maintenance solutions and authorizes the County Manager, or designee, to execute a County
Attorney approved contract with ESRI.
