EXECUTIVE SUMMARY
Recommendation to appoint one member to the Collier County Citizens Corps.
OBJECTIVE: To appoint one member to serve the remainder of a term expiring on November
5, 2017.
CONSIDERATIONS: This 11 member committee was established on November 5, 2002 by
Ordinance No. 02- 56 to advise the Board of County Commissioners on domestic terrorism
related issues: to act as a coordinating agency for the enhancement of activities that support
emergency services, law enforcement and disaster prevention, preparedness and response; to
assist in the recruitment of volunteers by publicizing and expanding existing community
programs; to facilitate communication between Collier County & State & Federal agencies on
mitigation activities, as well as to enable Collier County to identify outside resources such as
grants, training opportunities and equipment. The committee members represent various
community organizations. Each member shall be considered a liaison between their respective
organization and the committee, and shall be recommended by their organization to the Board of
County Commissioners for consideration for appointment to the committee for a four year term.

Lisa Carr, the Retired Senior Volunteer Program (RSVP) Director, is no longer with RSVP, and
the RSVP has recommended a new representative.

Rachel Brandhorst, representing RSVP, to serve the remainder of a vacant term expiring on

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation. and directs the County Attorney to prepare a resolution confirming the
appointments.

As you may already know Lisa Carr, RVSP Project Director, has been reassigned to Senior Services and
will no longer be on the Citizen Corps Board.We are pleased to have hired Rachel Brandhorst as the new
Grant Coordinator for RSVP. Rachel comes to the county from the Health Department and brings grant
knowledge and experience. As the new RSVP Coordinator, I would like to offer her as a replacement to
the position left vacant by Lisa Carr.Therefore, please accept this as my recommendation for Rachel
Brandhorst to serve on the Citizen Corps board.

Auxiliary;American Red Cross; Salvation Army; Retired Senior Volunteer Program; Collier
County Veterans Council; and Collier County business/industry. Each member shall be
considered a liaison between their respective organization and the committee, and shall be
recommended by their organization to the Board of County Commissioners for consideration for
appointment to the committee for a four year term.
Expert consultants from private and governmental emergency services agencies as listed below
are strongly encouraged to attend on behalf of their employer, in a non-voting capacity: City of
Naples, City of Marco Island, Everglades City, Collier County Emergency Medical Services,
Collier County Health Department, District 20 Medical Examiner, law enforcement/neighborhood
watch, Collier County Emergency Management, Naples Community Healthcare System,
Physicians Regional Healthcare System.
