EXECUTIVE SUMMARY
Recommendation to approve Amendment No. 3 to the Subrecipient Agreement with the Immokalee
Community Redevelopment Agency for the Community Development Block Grant Economic
Development Immokalee Business Development Center project to extend the project completion
date to November 30, 2014.
OBJECTIVE: To provide economic development opportunities to individuals or businesses in a low-to-
moderate-income census tract area.
CONSIDERATIONS: Collier County is the recipient of Community Development Block Grant(CDBG)
Program funds from the United States Department of Housing and Urban Development (HUD). CDBG
funds may be used for Economic Development.
On March 26. 2013, the Board approved an agreement with the Immokalee Community Redevelopment
Agency (CRA) for an economic development project to fund a key employee to operate a business
development center in order to provide technical assistance to businesses in Immokalee (Agenda hem
16D6).
Additional time is needed in order for the subrecipient to meet outcomes and goals within the contract.
Amendment No. 3 to the subrecipient agreement will extend the project completion date to November 30.
2014 as follows:
I. TIME OF PERFORMANCE; Paragraph I . Project completion date is extended up to and
including November 30, 2014.
The proposed modification is allowable under the grant and will not increase the amount of grant funds or
impact the budget for this project.
FISCAL IMPACT: The proposed actions described in this executive summary have no new fiscal
impact. The funding source for the grant award is the Community Development Block Grant (CDBG).
The grant award for this project is 561.087. It is budgeted in the Housing Grants Fund (705) for Project
No. 33236 (CDBG Grants).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a maiority
vote for approval.-JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further certain Goals. Objectives, and Policies within the Housing Element of the Growth Management
Plan.
RECOMMENDATION: That the Board of County Commissioners approves and authorizes the
Chairman to sign Amendment No. 3 to the subrecipient agreement with the Immokalee Community
Redevelopment Agency (CRA).

between the "Collier County Redevelopment Agency - ImmokaIee", a public entity created by Collier
County pursuant to Chapter 163. Florida Statutes ex:istinya under the laws of the State of Florida. herein
after referred to as SCBRIaCIPIENT and Collier County. Florida. hereinafter to be referred to as
-COUNTY,'Z collectively stated as the -Parties.-
RECITALS

H. TIME OF PERFORMANCE
Services of the SUBRECIPIENT shall start on the 11th day of December. 2012 and end on the =1m
4ay of May. 2((-1-4 30th day of November. 2014. The term of this Agreement and the provisions herein
may be extended by amendment to cover any additional time period during which the SUBRECIPIENT
remains in control of CDBG funds or other CDBG assets. including program income.
