EXECUTIVE SUMMARY Recommendation to provide after-the-fact approval for the 2014 TIGER VI Discretionary Grant application, sponsored by the United States Department of Transportation, for all planning & pre- construction activities for the second and third phases of the Golden Gate Blvd. widening project in the amount of S2,000,000. OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit a TIGER 2014 grant application to the United States Department of Transportation for the Golden Gate Boulevard widening project from just east of 16th Street NE to just East of Desoto Boulevard. CONSIDERATIONS: On March 3rd the Growth Management Division was informed that the Notice of Funding Availability was announced in the Federal Register for the TIGER 2014 discretionary grant program. The Consolidated Appropriations Act, 2014 ("FY 2014 Appropriations Act") appropriated $600 million to be awarded by the Department of Transportation ("DOT") $35 million of that towards planning grants. Staff believes the project development/planning activities (including public engagement) and pre- construction phase (design, right-of-way mapping, environmental permitting, etc.) of the +/- 3.9 mile Golden Gate Boulevard project is an appropriate project for this grant as it addresses many of the objectives such as enhancing the connection between work force and jobs, quality of life, improving energy efficiency, safety and providing multi-model transportation options. The project will consider the following improvements towards creating a complete street: 4 through lanes with raised median, turn lanes, on-road bike lanes, multi-use pathway and/or sidewalks on both sides of the road, intersection safety and ADA improvements, native landscaping, street lighting, enhanced school bus stops, and a park and ride lot with transit stop shelter and loading area. The grant does not require a minimum match for rural planning projects; however, the project will be more competitive with a match. Therefore, the grant application will request $1.8 million dollars for the project and will offer $200,000 towards a match if awarded. Furthermore, the grant application stales that the County would accept half the requested amount to complete just one phase of the project if necessary. All applicants are required to submit all application by April 28, 2014 and selected project will be announced by the end of this calendar year. Federal obligation of the any awarded funds must be no later September 30, 2016. The Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as "after-the-fact." FISCAL IMPACT: The total project cost is $2,000.000. The grant amount requested is $1,800,000. If awarded, Collier County would provide a local match of$200,000 anticipated to come from the Golden Gate Boulevard Project (60040) funded by Gax Taxes and/or Impact Fees. GROWTH MANAGEMENT IMPACT: These phases of the Golden Gate Boulevard project described herein are consistent with the Growth Management Plan.
