EXECUTIVE SUMMARY
Recommendation to approve the Collier Metropolitan Planning Organization's (MPO)
Operating Budget for FY14/15, and a budget amendment to recognize grant revenues in
the amount of$843,291.
OBJECTIVE: To obtain Board of County Commissioners (Board) approval of the Collier
Metropolitan Planning Organization's (MPO) operating budget for FY 2014/15, which begins on
July 1, 2014, and the necessary budget amendments to recognize new revenues.
CONSIDERATIONS: In FY 2014/15, the Collier MPO will receive $499,791 in new Federal
funding to conduct transportation planning activities that must meet Federal/State requirements
for urbanized areas with more than 200.000 residents. A $343,500 de-obligation from the carry-
over of unused FY 2012/13 – 2013/14 funds must also be included in the budget. These
planning activities and funding allocations are included in the FY 2014/15-2015/16 Unified
Planning Work Program (UPWP), which the MPO Board adopted on April 11, 2014. Funding
source tables from the UPWP are included as Attachment"A."
It is anticipated that the MPO will receive authorization from FDOT to spend its full current-year
and carryover allocation of PL funds, totaling $843,291 as shown in the FY 2014/15-2015/16
UPWP. The Budget Amendment forms included in Attachment`B" reflect this amount.
FISCAL IMPACT: A budget amendment is required to recognize grant funding in the amount
of $843,291 from the Federal Highway Administration (FHWA) Planning Program to Growth
Management Grant Fund (711), Project 33344. There is no local match requirement. Funding
begins July 1, 2014, and does not coincide with the County's budget cycle. The budget
amendment is required to recognize grant revenue and establish the appropriate expense
appropriation.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's
Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves the MPO's
FY14/l5 operating budget and all associated budget amendments to recognize new and
reapportioned grant revenue.

Attached and sent to you this afternoon is the Collier MPO's FY2014/15-2015/16 Unified Planning Work Program
(UPWP). The MPO Board approved and adopted the UPWP at their April 11th meeting.
Please note,the UPWP used the following funding allocations:
FY2014/15: $499,791 (PL Funding) +$343,500 (Prior year de-obligation) _$843,291
FY2015/16: $499,791 (PL Funding) +$0 (Close-out) = $499,791
The funding allocations above are used for the UPWP Budget and are based on the information in the FDOT Work
Program and the MPO's UPWP Amendment 4, approved by the MPO Board on 4-11-14. Collier County requires we
obtain from you written confirmation of these budgetary funds. Collier County must process a Budget Amendment in
order to make these funding allocations available to the MPO by July 15t. We are aware that the entire allocation may
not be authorized on July 1st, however, in order to process the necessary paperwork, we must receive something from
you confirming the above allocations. We request this confirmation as soon as possible as the Budget Amendment
process takes two months and we need the funds available by July 1st
