EXECUTIVE SUMMARY
Recommendation to reappoint Mr. Estil Null to the Immokalee Enterprise Zone
Development Agency.
OBJECTIVE: To reappoint one member to represent the local resident category to a term
expiring on April 4, 2018.
CONSIDERATIONS: The Immokalee Enterprise Zone Development Agency has four
vacancies and one term which expired on April 4, 2014. This 13 member committee was created
on March 28, 1995, by Ordinance 95-22 to induce private investment into distressed areas to
create economic opportunities and sustainable economic development for designated areas. To
permit Collier County to participate in this program, the Board of County Commissioners
nominated the Immokalee community to be considered by the Florida Department of Commerce
for Enterprise Zone designation in Resolution No. 95-248, approved March 28, 1995. As part of
the formal application for an Enterprise Zone, the State required that a committee consisting of a
broad base of citizens be established. The committee has representation from the Immokalee
Chamber of Commerce, financial or insurance entities, local businesses and residents, nonprofit
community-based organizations operating within the nominated area, local Workforce
Development Board, local code enforcement agency, and local law enforcement agency. This
committee also serves as the Immokalee Redevelopment Board. A list of the current
membership is included in the backup. Terms are four years.

RECOMMENDATION: That the Board of County Commissioners considers the
recommendation for reappointment, reappoints Mr. Null, and directs the County Attorney to
prepare a resolution confirming the reappointment.

RESOLUTION NO. 2014 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, REAPPOINTING MR. ESTIL
NULL TO THE IMMOKALEE ENTERPRISE ZONE DEVELOPMENT
AGENCY.
WHEREAS, Collier County Ordinance No. 95-22 created the Immokalee Enterprise Zone
Development Agency to encourage the principles of economic opportunity and job creation,
sustainable community development, community-based partnerships, and a strategic vision for
change and effective local fiscal and regulatory incentives; and
WHEREAS, Ordinance No. 95-22, as subsequently amended, provides that this Agency
shall consist of not fewer than eight (8) or more than thirteen (13) members and shall include at
least one representative from specified organizations; and
WHEREAS,there are currently several vacancies on this Agency; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Immokalee Enterprise Zone Development Agency has provided the Board
of County Commissioners with its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that ESTIL NULL, as a resident of
Immokalee, is hereby reappointed to the Immokalee Enterprise Zone Development Agency to
serve a term to expire on April 4, 2018.
THIS RESOLUTION ADOPTED after motion, second and majority vote on this the 13th
day of May, 2014.
