EXECUTIVE SUMMARY Recommendation to approve a budget amendment to add an additional meal site to the 2014 Summer Food Service Program (SFSP)at a net cost of$2,856. OBJECTIVE: To provide nutritional breakfasts and lunches during the summer for those children that are not able to go to the sites offered by the School Board. CONSIDERATIONS: On March 11, 2014, the Board of County Commissioners approved the Parks and Recreation Department to be a participant in the 2014 Summer Food Service Program under item 16D1. The Summer Food Service Program (SFSP) is a grant funded by the United States Department of Agriculture Food and Nutrition Service and administered by the Florida Department of Agriculture. The grant reimburses agencies that serve free meals to children eighteen years and under in neighborhoods that qualify. Neighborhood eligibility is determined by census income data or by the percentage of children who receive free and reduced meal service during the school year. The Marco Island YMCA has historically received meals through the Summer Food Service program at different sites in Naples. Their summer program is grant driven and due to service area restrictions; they are required to host their summer camp program at Avalon Elementary School instead of Lely and Manatee Elementary schools. Parks and Recreation Staff was unable to anticipate the need for this site as the YMCA received grant approval for their summer program in April 2014—after Board approval in March. On April 9, 2014, staff was contacted by the YMCA requesting that a group of 50-75 children partake in the Summer Food Program. Due to the lack of space at the current East Naples site to accommodate the additional group of children, staff requested that the School Board open Avalon Elementary School cafeteria, but the kitchen area will be getting a new roof put on over the summer and would not be available. The County Parks and Recreation Department pending Board approval has agreed to supply meals for the site. YMCA staff will transport meals from our preparatory site at Golden Gate High School to Avalon Elementary. The cost of these meals will be reimbursed to the County through the Summer Food Service Program Grant Agreement with the Department of Agriculture. The Grant Agreement does not specifically identify the meal site locations; therefore no specific written amendment is required. The meal sites are determined based on need and budget. These sites are then reviewed with the School Board which provides the meals. FISCAL IMPACT: It is anticipated that the additional site will cost $15,990 with a reimbursement from the Florida Department of Agriculture in the amount of$13,134 to cover the cost of the vended meals associated with the program. The total net fiscal impact to local funding is $2,856. Meal costs for this site are anticipated as follows: Packet Page-1288- 5/13/2014 16.D.22. Local funding needs will be absorbed within MSTD General Fund (111) annual FY14 operating budget associated with summer recreation camps. A budget amendment will reduce current operating expenses at the associated parks to provide a transfer from the MSTD General Fund (111) Parks and Recreation cost centers to the Public Services Grant Match Fund($2,856). GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this request. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval. -CMG RECOMMENDATION: Recommendation that the Board approves a budget amendment to add an additional meal site for the 2014 Summer Food Service Program at a net cost of$2,856.
