EXECUTIVE SUMMARY Recommendation to approve the write-off of an account receivable in the amount of $32,500 associated with a reimbursement promise from the Friends of the Collier County Museum to purchase a WWII Sherman tank. OBJECTIVE: To accurately show accounts at their net realizable value. CONSIDERATIONS: In June 2000, the Friends of the Collier County Museum were given a unique opportunity to acquire a restored M4A3E8 Sherman tank from World War II for the Collier County Museum's permanent artifact collection. At the Board of County Commissioners meeting on June 27, 2000 the County agreed to contribute $32,500 to assist with the purchase. The purchase price of$52,500 was offset by a cash contribution of$20,000 received from the Friends of the Collier County Museum on July 19, 2000 with the promise that a determined effort would be made to collect voluntary contributions and reimburse the County its investment of$32,500 within one year. The Friends of the Museum retained no property interest in the tank, but have expended several thousand dollars over the years to re-fit and maintain the tank's engine and replace some original parts. The Museum took possession of the tank in September 2000 whereupon it became the central feature of a year-long exhibition and living history presentation on America's role during World War II. Since then, it has become and remains a popular and significant asset of the Collier County Museum and has been exhibited at various programs and events such as the Naples Depot Veteran's Day observance, the Naples July 4th parade,Naples Airport,the Museum of Military Memorabilia,and other events. Although community offers of support for the project were initially enthusiastic and encouraging, the Friends' fundraising efforts ultimately failed to generate sufficient funds to reimburse the County the full purchase amount. The tank's current value in the military vehicle collector's market is estimated to be far in excess of the original purchase price. The Clerk of Courts has been briefed regarding this write-off request and has no objections to the proposal. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval.—CMG FISCAL IMPACT: The account receivable is recorded in the General Fund (Fund 001) and the amount recommended for write-off is $32,500. RECOMMENDATION: That the Board of County Commissioners authorize the write-off of$32,500 of accounts receivable in order to accurately show amounts at their net realizable value. Box 2181 • Naples, Florida 34102 • (941) 774-8476 July 14, 2000 Board of County Commissioners Collier County, Florida Re: Purchase of M-4 Sherman Tank Dear Commissioners: The members and directors of the Friends of the Collier County Museum are honored to assist with the acquisition of a rare and valuable M-4 Sherman tank to be placed at the Collier County Museum as a permanent memorial to the veterans of World War II. Our organization has acquired a firm option to purchase the subject Sherman tank from David W. Uhrig, the military vehicle broker representing the owner/seller. That option assures a total purchase price of$52,500 including transport and insured delivery of the tank to the Collier County Museum. This option expires on July 29, 2000 at which time the tank will be offered to the next interested party. At the Board of County Commissioners meeting of June 27, the Board agreed to contribute $32,500 to assist in the purchase of this tank, provided the Friends of the Museum will present to the County $20,000 toward the purchase price. In addition, the Friends of the Museum agrees to reimburse the balance of$32,500 to the County not later than three hundred and sixty-five (365) days from the date that the County issues its payment to the vehicle broker. Enclosed herewith is a check from the Friends of the Collier County Museum for $20,000. Also, this letter is a promise from the Friends to the County to reimburse the $32,500 in the specified time. I have been authorized to make this reimbursement promise to the Board of County Commissioners on behalf of the Friends of the Collier County Museum. The Friends have no interest in acquiring any property interest in the tank or to acquire access thereto above that which the general public will enjoy.
