EXECUTIVE SUMMARY
Recommendation to approve a substantial amendment to the U.S. Department of Housing and
Urban Development Community Development Block Grant FY2010-2011, 2012-2013 and 2013-
2014 Action Plans to redirect funds to a new project for Direct Homeownership Assistance and
Project Delivery in the amount of 5203,868.
OBJECTIVE: To support the affordability of homeownership through the use of grant funds.
CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) Community
Development Block Grant (CDBG) program funds locally defined needs for programming and
infrastructure. The Board approved the County's CDBG FY2010-2011 Annual Action Plan on April 27,
2010,the FY2012-2013 Annual Action Plan on July 24, 2012, and the FY2013-2014 Annual Action Plan
on the August 13, 2013 In Absentia meeting and ratified it at the regular Board of September 10, 2013.
Housing, Human and Veteran Services staff has identified $203,868 in unspent funds from previous
years. The unspent funds were a result of numerous factors, such as projects completed under budget,
projects not started or completed, and unused administration funding. Staff proposes to redirect $163,868
in unspent funds for direct homeownership assistance. Project delivery in the amount of$40,000 will be
used for HHVS staff to qualify individuals and administer the program, for a total allocation of$203,868.
The reallocation of unspent funds requires a substantial amendment for the three year Action Plans
identified above. HUD regulations and the Five-Year HUD Consolidated Plan require citizen
participation whenever a substantial plan amendment is proposed. The required notice was published in
the Naples Daily News on March 31, 2013. The advertisement identified a 30-day public comment period
from March 31, 2014 to April 30, 2014. No comments regarding the substantial amendment were
received.
FISCAL IMPACT: The proposed actions described in this executive summary have no new fiscal
impact. The funding source for the grant award is the Community Development Block Grant (CDBG).
The grant award for this project is $203,868. It is budgeted in the Housing Grants Fund (705) for Project
No. 33088, 33236, 33289(CDBG Grants). Project funding is outlined below:
