EXECUTIVE SUMMARY
Recommendation to award Invitation to Bid (ITB) 14-6242 for Purchase and Deliveries of Non-
Bulk Chemicals and Pool Supplies to Commercial Energy Specialists as the primary vendor with
Recreonics Inc.,as secondary. Estimated annual spend is$150,000.
OBJECTIVE: To provide non-bulk chemicals and basic pool supplies to the pools and water
features at all Collier County Pool Facilities which includes Sun-N-Fun Lagoon at North
Collier Regional Park, Golden Gate Community Park, Immokalee Sports Complex, Eagle Lakes
Community Park, Vineyards Community Park and any future community parks or water
features.
CONSIDERATIONS: The Department of Parks and Recreation maintains the County pool and
water park facilities. Each one of the facilities needs a regular supply of chemicals, reagents,
pool supplies and equipment to maintain proper safety conditions for the public. Additionally,
and under a separate solicitation not a part of this Executive Summary, bulk chemical supplies
for the pool system have been consolidated with the Public Utilities Division to maximize buying
volume in an effort to reduce costs.
Staff prepared a solicitation that addressed three categories of non-bulk chemicals, reagents and
pool supplies. Vendors were required to submit a percentage off list price on all items within the
particular category. On March 4, 2014, Purchasing issued 302 email notices to suppliers for this
ITB; 45 vendors downloaded the bid documents. On March 25, 2014, the Purchasing Department
received bid offers from 2 vendors.
The Department will endeavor to select the vendor with the lowest price for the item after the
discount is applied; however, if an item is not available and/or if it is a pool supply, staff will
select the secondary vendor to meet the need as the primary vendor did not bid on supplies.
FISCAL IMPACT: Funds for these services are budgeted in the MSTD General Fund (11 1) and
General Fund (001), Parks and Recreation various operating budgets on an annual basis. The
estimated annual spend is $150,000.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATION: This item has been approved as to form and legality and
requires majority vote for approval. - CMG
RECOMMENDATION: That the Board of County Commissioners award Invitation to Bid
(ITB) 14-6242 for Purchase and Deliveries of Non-Bulk Chemicals and Pool Supplies to
