EXECUTIVE SUMMARY
Recommendation to make a finding that the expenditure of$7,080 to re-thatch the Seminole style
chickee/interpretive kiosk at Barefoot Beach Preserve Park promotes tourism.
OBJECTIVE: To obtain Board approval to secure tourism funding for the re-thatching of the
chickee hut at Barefoot Beach Preserve Park.
CONSIDERATION: In October 2006, a Seminole-style chickee/interpretive kiosk was built on
the 1.69- acre County-owned parcel within the state-owned portion of the Barefoot Beach
Preserve Park. This Seminole-style chickee was constructed to provide an outdoor setting for
Park Ranger interpretive programs that educate visitors about the natural history and pre-history
of this beach preserve park and as a picnic area amenity for beach park visitors.
Seminole-built chickee huts are open-sided wooden shelters with thatched roof of cabbage palms
supported by wooden cypress posts, and they are exempt from Florida Building Code, SECTION
101.4.2(h) if they are built by members of the Seminole or Miccosukee Tribes of Florida.
Staff will follow the Florida Building Code and the Board's Purchasing Ordinance Section 8 and
the current Purchasing Manual to obtain the necessary documents to complete the purchasing
process. Staff recommends that the Board find that the re-thatching of the chickee hut promotes
tourism.
ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board
recommended funding on March 20, 2013. The Tourist Development Council approved beach
park improvements including the chickee hut repairs on April 22, 2013 (Item 7C).
FISCAL IMPACT: Funding in the amount of $7,080 is available for this Project No. 80242
(Barefoot Beach), TDC fund 1 83 (Beach Park Facilities).
GROWTH MANAGEMENT IMPACT: There is no impact to Growth Management Plan
associated with this action.
LEGAL CONSIDERATIONS: The Tourist Development Council recommendation must
include a finding as to whether the project expenditures promote tourism. The Board of County
Commissioners may accept this finding or may make a different determination. This item has
been approved as to form and legality and requires majority vote for approval.—CMG
RECOMMENDATION: That the Board of County Commissioners make a finding that the
expenditure to re-thatch the Seminole style chickeee/interpretive kiosk at Barefoot Beach
Preserve Park promotes tourism.
