EXECUTIVE SUMMARY
Recommendation to award ITB #14-6233 for the Traffic Signal Upgrade at the intersection of
Golden Gate Parkway at Sunshine Boulevard /47th St. SW to Highway Safety Devices, Inc. in the
amount of$309,858 for Project#60172.
OBJECTIVE: The purpose of the project is to upgrade the existing span wire traffic signal installation
to a steel mast arm assembly at the intersection of Golden Gate Parkway and Sunshine Boulevard / 47
Street SW.
CONSIDERATIONS: Span wire traffic signals within ten miles of the coastline are subject to damage
by high winds and possible complete destruction during a hurricane. Replacement of this existing span
wire traffic signal with a steel mast arm assembly will result in a more secure traffic control installation
during inclement weather. Signal upgrades will also be included with this work. The Engineer's Opinion
of Probable Cost for this improvement was $312,814.37.
On February 19, 2014, notices were sent to 2,210 prospective bidders and 36 bid packages were
downloaded for ITB #14-6233 Traffic Signal Upgrade Golden Gate Parkway and Sunshine Boulevard /
47th Street SW. A pre-bid meeting was held on March 5, 2014. Bids were opened on March 21, 2014,
and staff evaluated the lone submittal listed below:
Highway Safety Devices, Inc. $309,858
This bid was 0.95% below the Engineers Opinion of probable cost. Following review, staff recommends
awarding ITB#14-6233 to Highway Safety Devices,Inc. as the lowest qualified and responsive bidder.
FISCAL IMPACT: Funds in the amount of$309,858 are available in the Traffic Operations Intersection
Enhancement Project#60172. Source of funds is Gas Tax.
The Traffic Operations department currently utilizes funding of approximately $600,000 to maintain 205
signalized intersections (an estimated $3,000 annual maintenance cost per intersection). The upgrade of
this intersection should not impact ongoing maintenance costs, as this intersection is not incremental to
the county network, but rather a safety enhancement.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
RECOMMENDATION: That the Board award ITB #14-6233 Traffic Signal Upgrade at the
intersection of Golden Gate Parkway and Sunshine Boulevard / 47th Street SW to Highway Safety
Devices, Inc. in the amount of$309,858 and authorize the Chairman to execute the attached agreement
after final review by the County Attorney's Office.
