EXECUTIVE SUMMARY
Recommendation to accept the report concerning the sale and scrap, donation of items,
and disbursement of funds associated with the County surplus auction held on March 29,
2014, and to approve a resolution authorizing the County Manager, or designee, to
perform the ministerial function of executing certificates of title for County-Owned
vehicles sold or set for sale at future auctions, donations or trade-ins.
OBJECTIVE: To present the results of the recent Collier County surplus property auction to the Board of
County Commissioners; and to obtain approval for the ministerial duty to complete the necessary
paperwork to transfer title approved by the Board for sale in an auction, donations or trade in.
CONSIDERATIONS: On February 11, 2014 (Item 16.E.1) the Board of County Commissioners
authorized staff to conduct an auction for the purpose of disposing of County-owned property and
generating revenue for the County.
The auction generated $702,790.00 in gross revenue. The auctioneer's commission of $119,474.30
(17%) was deducted from the gross revenue resulting in $583,315.70 in revenues.
Staff is recommending that revenue attributable to distinct legal entities such as the County Water-Sewer
District and the Airport Authority be credited to the appropriate fund accounts for those entities, that
pursuant to 49 U.S.0 5334(h)(4) the net revenues from the sale of transit assets funded by the Federal
Transit Administration (FTA) be credited in accordance with the Office of Management and Budget
(OMB) grant procedures, and that all other revenues be credited to the General Fund. In keeping with
that directive, staff has allocated the new revenue from the sale as follows:

The auction includes vehicles, furniture and miscellaneous office equipment included as part of
Attachment A.
Subsequent to the auction, staff identified additional filing racks/shelving (similar to Item 464 which sold
for $200). After further investigation, staff learned that the scrap metal value exceeds the auction sale,
and staff recommends sending the metal shelves to one of the County's contracted scrap metal

companies. The proceeds minus expenses will be returned to the general or enterprise funds that paid
for the initial acquisition.
Certificates of titles for County-owned vehicles list the Board of County Commissioners as the owner.
The Resolution authorizes the County Manager or designee, to perform the ministerial function of
executing certificates of title after Board approval of an auction, trade-in or donation disposal. In order to
timely meet the titling requirements of Chapter 317 and 319 of the Florida Statutes, it is recommended
that the attached Resolution be approved for this ministerial action.
FISCAL IMPACT: The auctioneer's commission was paid from the auction gross revenue; net sales
revenues minus pre-auction expenses are returned to the general, enterprise or grant fund that paid for
the acquisition of the asset. See information above.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving this
Executive Summary.

RESOLUTION NO.2014-
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS,
COLLIER COUNTY, FLORIDA, AUTHORIZING THE COUNTY
MANAGER OR HIS DESIGNEE TO EXECUTE CERTIFICATE OF
TITLES FOR COUNTY-OWNED MOTOR VEHICLES AND OFF-
HIGHWAY VEHICLES DESIGNATED FOR SALE AND SOLD AT
BOARD AUTHORIZED AUCTIONS, TRADE OR DONATION.
WHEREAS, Section 274.06, Florida Statutes, allows the Board of County
Commissioners the authority to conduct auctions to sell county-owned surplus property, and
trade or donate items that no longer have a useful business purpose;and
WHEREAS,from time to time the Board of Commissioners authorizes county staff to
sell at auction,trade or donate property that no longer has a useful business purpose, including
motor vehicles and off-highway vehicles;and
WHEREAS, Chapter 319 of the Florida Statutes sets forth the proper procedure to
endorse and transfer title to a person acquiring a motor and off-highway vehicles;and
WHEREAS, after the Board has approved the sale of county-owned surplus property at
auction, trade or donation all that remains is the ministerial duty to complete the necessary
paperwork to transfer title for such sale;and
WHEREAS, the Board desires to authorize the County Manager or designee to
execute certificates of title and/or any other related paperwork, including but not limited to
odometer disclosure statements, necessary to transfer title for all county-owned motor and off-
highway vehicles sold at Board authorized auctions,trade or donations.
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Collier County, Florida, that the County Manager and/or designee is hereby authorized to
perform the ministerial function of executing any certificate of title and/or any other related
paperwork, including but not limited to odometer disclosure statements, necessary to transfer
title for all county-owned motor and off-highway vehicles sold at Board authorized auctions, trade
or donations.

EXECUTIVE SUMMARY
Recommendation to authorize the sale of Collier County Surplus property on March 29,
2014; authorize the County Manager or designee to sign for the transfer of vehicle titles
and County Attorney approved Naples Airport space lease (auction location); and,
authorize the donation of previously loaned radar equipment to the Florida Highway
Patrol.
OBJECTIVE: To donate or sell County surplus property which serves no useful business
purpose to operating departments.
CONSIDERATIONS: The Purchasing Department has scheduled the annual County surplus
property auction for March 29, 2014. Attachment A (Collier County Surplus Sale Items)
represents items that no longer have a useful business purpose. The list of items (Attachment
A) has been offered for transfer to other departments prior to the auction.
in addition to the items listed on Attachment A, staff is requesting approval by the Board to:
• Add additional surplus items received subsequent to the approval of this Agenda Item for
sale at the March auction;
• Accommodate requests for donations received from other government entities or a
legitimate Florida Non Profit 501 (C) (3) organization prior to the auction;
• Donate fully depreciated Stalker Dual Radar Detector equipment to the Florida Highway
Patrol which has been on loan to that agency since April 1995 (and not needed by the
Sheriff's Department); and,
• Authorize the County Manager, or designee, to sign for the transfer of vehicle titles for
the auction and signature of the space lease with the Naples Airport.
All items sold, or donated, and their realized values will be reported to the Board in a follow-up
Executive Summary at a Board meeting occurring after the auction event.
Collier County is currently under contract with a full service auctioneer, Atkinson Realty &
Auction, Inc., to provide services to include preparation for the event, sale and disposal of all
Collier County owned property, and transfer and disposition of all property titles. This sale will
be conducted in compliance with Section 274.06, Florida Statutes. Notice for this auction will be
published in the newspaper not less than one (1) week prior to sale.
FISCAL IMPACT: The auctioneer commission and miscellaneous auction expenses are paid
from the auction sale revenue; net sales revenues are returned to the general fund, or
enterprise fund, that originally paid for the asset purchase.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
a majority vote for approval.-ERP
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with
this executive summary.
RECOMMENDATION: That the Board of County Commissioners authorizes: 1.)the sale of
Collier County Surplus property on March 29, 2014; 2.)the County Manager or designee to sign
