Agenda 04/22/2014 Item #16D10 4/22/201416.D.10. n EXECUTIVE SUMMARY Recommendation to authorize a budget amendment in the amount of $85,500, to fund the Clam Pass Park Tram Station replacement and to make a finding that the expenditure promotes tourism. OBJECTIVE: To replace the existing Clam Pass Park Tram Station structure, turnaround paving, site work and associated plantings and landscaping. CONSIDERATION: The action requested of the Board is to authorize a budget amendment to provide sufficient project funding for the replacement of the Clam Pass Park Tram Station and to make a finding that the expenditure of funds on the project promotes tourism. The existing Clam Pass Park Tram Station has been in service since 1984. The replacement project includes a larger permanent gazebo structure, benches, enlarged turnaround area constructed of brick pavers, necessary site work and necessary plantings/landscaping. The shaded area and bench capacity available for guests visiting the Clam Pass Park will be increased from approximately 140sgft to 400sqft. In February 2013,the Parks and Recreation Director obtained the approval of the Pelican Bay Foundation Board of Directors to move forward with the project, provided that the gazebo structure would be built to the larger 400 SF specification and that decorative pavers and additional landscaping were included in the scope.Also, during project design, staff identified the need to install a retaining wall to the east of the gazebo to ensure the integrity of the sand berm. Collectively,these changes have considerably increased the cost of construction over the original estimate. On January 24, 2014, the Purchasing Department sent e-mail notices to all five (5) vendors for contract #10-5510 (30S) for the construction of the Clam Pass Tram Station. Three quotes were received on February 6, 2014, as shown below. Staff reviewed the unit pricing, and once funding is approved by the Board, staff will award to the lowest responsive bidder, Surety Construction Company. Per the contract, the project cost is below the $250,000 threshold approved by the Board and staff will issue a work order to commence work. Contractor . Bid 1 Surety Construction Company $181,401.00 2 Bradanna,Inc. $187,799.00 3 Wright Construction Group $189,758.51 FISCAL IMPACT: The construction bid for the Clam Pass Park Tram Station is $181,401 and the current funding available for the project is $96,053. Accordingly, a budget amendment, in the amount of $85,400,utilizing TDC Beach Park Facilities Fund(183)reserves,is required to fully fund the project. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this action. ADVISORY BOARD RECOMMENDATION: On March 24, 2014 the TDC approved the award of RFQ #10-5510-30S to Surety Construction Company, for the Clam Pass Tramway Station Construction, Project No. 80187, in the amount of$181,401, and the necessary adjustment to the project budget. The Parks and Recreation Advisory Board previously approved this project with a 5-0 vote on March 20, 2013. Packet Page-869- 4/22/201416.D.10.
