EXECUTIVE SUMMARY
•
Recommendation to authorize a budget amendment in the amount of$116,300 to fund the South
Marco Restroom replacement and to make a finding that the project expenditure promotes
tourism.
OBJECTIVE: To install a new prefabricated restroom that is cost effective and provides a benefit to the
public.
CONSIDERATION: On April 22, 2013, the Tourist Development Council (TDC) approved the South
Marco Restroom Replacement budget of $89,500. The work scope includes removing the existing
prefabricated restroom, installing a new prefabricated restroom, irrigation, utility and electrical re-
connections,new concrete,and signage work at this Collier County Beach Park Facility. The original cost
estimate did not sufficiently address costs associated with site work, expansion of sewer service and
electrical service associated with the larger facility.
Upon a recommendation to approve the expenditure by the TDC,the Facilities Management Department
secured firm quotes for the project with the Purchasing Department and requested that the TDC
recommend approval of a Work Order for construction.
On December 18, 2013, the Purchasing Department sent e-mail notices to vendors on contract#10-5510-
(41) for the construction of the South Marco Restroom Replacement. A non-mandatory pre-quote
meeting was held on January 9, 2014, and four contractors attended. Four quotes were received on
January 16, 2014 as shown below. Staff reviewed the unit pricing on the bid tab and will award to the
lowest responsive bidder according to terms and conditions in contract#10-5510.

Once the budget amendment is processed funding will be available and a work order will be issued under
the General Contractors Contract#10-5510.
FISCAL IMPACT: The construction bid for the South Marco Restroom replacement, (Project no.
88028), is $205,775. The current funding in the project budget is $89,500. Accordingly, a budget
amendment, in the amount of $116,300, utilizing TDC Beach Park Facilities Fund (183) reserves, is
required to fully fund the project.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval.—CMG

ADVISORY BOARD RECOMMENDATION: On March 24, 2014 the TDC recommended award of
RFQ #10-5510-41 to PBS Construction, Inc., for the South Marco Restroom Replacement, Project No.
88028, in the amount of$205,775,recommended provision of necessary funding,and made a finding that
this project expenditure promotes tourism. The Parks and Recreation Advisory Board approved this
project on March 20,2013,by a vote of 5-0.
RECOMMENDATION: That the Board of County Commissioners approve the necessary budget
amendment and makes a finding that the project expenditure promotes tourism.
