EXECUTIVE SUMMARY
Recommendation to approve the purchase of an ADA beach access wheelchair and wildlife proof
trash/recycling containers and make a finding that this expenditure promotes tourism.
OBJECTIVE: To provide the requisite approval for purchases pursuant to the Purchasing Ordinance
No. 13-69,and for the Board to make a finding that the expenditure promotes tourism.
CONSIDERATIONS: On April 22,2013,the Tourist Development Council approved the Category"A"
grant applications submitted by the Parks and Recreation Department.
The grant applications included one for the Barefoot Beach Preserve projects and one for beach parks
wildlife proof trash containers. The TDC approved $3,000 to purchase an ADA beach access wheelchair
for the Barefoot Beach facility and up to $30,000 to purchase and install wildlife proof trash and recycling
stations throughout County beach park facilities.
Upon approval of the expenditure by the TDC, the Department obtained quotes as directed under the
Purchasing Ordinance for the items and subsequently requested that the TDC approve the $32,160
expenditure to place the purchase through a Purchase Order.
FISCAL IMPACT: Funding in the amount of$30,000 for wildlife proof trash receptacles and $3,000
for an ADA beach access wheelchair is available in TDC Beach Park Facilities Fund (183) project
numbers 80243 and 80242.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board approved
this project with a 5-0 vote on March 20, 2013. The TDC approved the expenditure and made a
recommendation that the expenditure promotes tourism with a 6-0 vote on March 24,2014.
LEGAL_CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval:-CMG
RECOMMENDATION: That the Board of County Commissioners approve the purchase of an ADA
beach access wheelchair and trash/recycling containers and make a finding that this expenditure promotes
tourism.
