EXECUTIVE SUMMARY
Recommendation to approve Amendment No. 1 to the subrecipient agreement with the City of
Naples providing a time extension for its Community Development Block Grant Wheelchair
Accessible Play Structure Project.
OBJECTIVE: To provide recreational opportunities for disabled children in the City of Naples and
Collier County.
CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) Community
Development Block Grant (CDBG) program funds locally-defined .needs for programming and
infrastructure. Collier County's CDBG FY2012-2013 Annual Action Plan was approved at the July 24,
2012 Board of County Commissioners meeting(Agenda item 11E).
On September 10, 2013 the Board approved a substantial amendment of the 2012-2013 HUD Annual
Action Plan for the wheelchair accessible play structure (Agenda item 16D9). On September 24, 2013,
the Board approved a subrecipient agreement with the City of Naples for the Wheelchair Accessible Play
Structure Project(Agenda item 16D4).
The City experienced delays in completing the Environmental Review for the project. Accordingly, an
amendment to the subrecipient agreement is needed to provide additional time to allow project
completion and full expenditure of grant funds.
Amendment No.1 reflects the following modifications to the project:
1. TIME OF PERFORMANCE; Paragraph II. Project completion date is extended from May 31,
2014 up to and including July 31,2014 for the project.
The proposed modifications are allowable under the grant, and will not increase or decrease the amount of
grant funds or impact the budget for this project.
FISCAL IMPACT: This action has no new fiscal impact. This project is budgeted within the Housing
Grants Fund (705), CDBG Project No. 33236(Wheelchair Accessible Play Structure project) in the total
amount of$105,835.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further the Goals, Objectives, and Policies within the Housing Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves Amendment No. 1 to the
subrecipient agreement with the City of Naples providing a time extension for the Wheelchair Accessible
Play Structure project.

WHEELCHAIR ACCESSIBLE PLAY STRUCTURE PROJECT
This Amendment is entered into this day of 2014. by and between CITY OF
NAPLES, a municipality existing under the laws of the State of Florida, hereinafter referred to as
SUBRECIPIENT and Collier County, Florida, a political subdivision of the State of Florida,
hereinafter to be referred to as "COUNTY." collectively stated as the "Parties."
RECITALS
WHEREAS, on September 24, 2013, the COUNTY entered into an Agreement with the
Community Development Block Grant Program funds to be used for WHEELCHAIR
ACCESSIBLE PLAY STRUCTURE PROJECT (hereinafter referred to as the "Agreement"): and
WHEREAS,the Parties desire to amend the Agreement to extend the project completion date.
NOW, THEREFORE. in consideration of foregoing Recitals, and other good and valuable
consideration, the receipt and sufficiency of which is hereby mutually acknowledged. the Parties agree
to amend the Agreement as follows:

Services of the SUBRECIPIENT shall start on the 24th day of September,2013 and end on the
