EXECUTIVE SUMMARY
Recommendation to reject all bids received for Invitation to Bid #13-6167 for Generator
Maintenance,Repair and Installation.
OBJECTIVE: Reject Invitation to Bid (ITB) #13-6167 for Generator Maintenance, Repair and
Installation,and authorize staff to reissue a modified ITB.
CONSIDERATIONS: Several county departments utilize generators of various manufacturers, sizes
and horsepowers in their daily operations. These generators periodically require specialized services by
outside vendors. ITB #13-6167 was issued on November 20, 2013, to secure these services. Bids were
received on January 30,2014,from six firms.
Staff reviewed the bid results and determined that the vendors' responses lacked the necessary clarity to
award. Moreover,two bidders took exceptions to the requirements of the ITB. This made it impossible to
make valid comparisons among bidders. Furthermore, staff would now like to include in the new
solicitation the Orangetree Utility generator equipment repair and maintenance,to position the County for
the pending transition. Staff recommends rejecting the bids, revising the bid specifications, and reissuing
the solicitation.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving this
Executive Summary.
LEGAL CONSIDERATION: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: That the Board of County Commissioners,Ex-officio the Governing Board of
the Collier County Water-Sewer District, (1)reject ITB#13-6167 for G enerator Maintenance,Repair and
Installation and,(2)authorize staff to reissue a modified solicitation.
