n EXECUTIVE SUMMARY
Recommendation to award ITB#14-6254 for the Traffic Signal Upgrade at the intersection
of Airport-Pulling Road and Mercantile Boulevard to Highway Safety Devices, Inc., in the
amount of$307,047.50 for Project#60172.
OBJECTIVE: The purpose of the project is to upgrade the existing span wire traffic signal
installation to a steel mast arm assembly at the intersection of Airport-Pulling Road and
Mercantile Boulevard.
CONSIDERATIONS: Span wire traffic.signals within ten miles of the coastline are subject to
damage by high winds and possible complete destruction during a hurricane. Replacement of
this existing span wire traffic signal with a steel mast arm assembly will result in a more secure
traffic control installation during inclement weather. Signal upgrades will also be included with
this work. The Engineer's Opinion of Probable Cost for this improvement was$266,170.23.
On February 25, 2014, notices were sent to 2,178 prospective bidders and 38 bid packages were
downloaded for ITB #14-6254, Traffic Signal Upgrade for Airport-Pulling Road and Mercantile
Boulevard. A pre-bid meeting was held on March 12, 2014. Bids were opened on March 26,
2014,and staff evaluated the lone submittal listed below:
Highway Safety Devices,Inc. I $307,047.50
This bid was 13.3% above the Engineers Opinion of Probable Cost. Bid analysis for this
discrepancy between the Bid amount and Engineers Opinion of Cost, along with discussion with
the contractor,revealed the increased cost to be mostly in the following FDOT Items:
Item 101-1 Mobilization and Item 102-1: Due to the area's limited work space and high
volume of pedestrian and vehicular traffic, a considerable amount of the work may be
conducted at night resulting in an increased labor cost as opposed to standard estimated
costs for day work.
Item 110-1-1 Clearing and Grubbing: A large diameter tree under existing Florida Power
and Light Company distribution power lines must be removed. This is a labor and
equipment intensive operation that requires additional costs above standard working
conditions.
• Item 649-31-102 Mast Arm Single, and Item 649-31-112 Mast Arm Double, exceeded the
Engineers Opinion of Cost due to cost escalation from the FDOT Pay Item Average report
of January 2011 to December 2011 and historical bid averages in Collier County.
Following review, staff recommends awarding ITB #14-6254 to Highway Safety Devices, Inc.,
as the lowest qualified and responsive bidder.
FISCAL IMPACT: Funds in the amount of$307,047.50 are available in the Traffic Operations
Intersection Enhancement Project#60172. Source of funds is Gas Tax.

The Traffic Operations department currently utilizes funding of approximately $600,000 to /"■
maintain 205 signalized intersections (an estimated $3,000 annual maintenance cost per
intersection). The upgrade of this intersection should not impact ongoing maintenance costs, as
this intersection is not incremental to the county network,but rather a safety enhancement.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
RECOMMENDATION: That the Board award ITB #14-6254 Traffic Signal Upgrade at the
intersection of Airport-Pulling Road and Mercantile Boulevard to Highway Safety Devices, Inc.,
in the amount of $307,047.50 and authorize the Chairman to execute the attached agreement
after final review by the County Attorney's Office.
