EXECUTIVE SUMMARY
Recommendation to recognize additional Federal Transit Administration (FTA) Title 49
U.S.C. §5305(d) funding to the Collier Metropolitan Planning-Organization (MPO) and to
authorize the necessary budget amendments for grant revenue in the amount of$128,419
and a local match in the amount of$14,269 for the MPO's fiscal year 2014/15 FTA §5305
program.
OBJECTIVE: For the Board of County Commissioners to recognize additional funding and to
authorize the necessary budget amendments to complete program budgeting for the FY2014/15
MPO Program year.
CONSIDERATIONS: The Collier Metropolitan Planning Organization (MPO) entered into a
multi-year Joint Participation Agreement (JPA) with the Florida Department of Transportation
(FDOT) on March 29, 2013, for Federal Transit Administration (FTA) funding under Title 49
U.S.C. §5305(d), which is programmed for metropolitan transit planning activities. The MPO is
qualified to receive annual allocations of this funding; and will execute the Notification of
Funding when it is received. Per the JPA, the award of$128,419 must be matched with local
resources. The required $14,269 is to be funded by the following local governments with transit
services: Collier County, City of Naples and City of Marco Island; which will make the
following respective contributions,$8,918, $3,567 and $1,784.

This executive summary recognizes the grant revenue and required match dollars in order to
continue execution of the grant contract during the FY2014/15 MPO budget year,which is July 1
– June 30. FY2012/13 and FY2013/14 has been previously recognized. All invoices for the
matches will be done to coincide with the MPO budget cycle and not on a reimbursement basis.
FISCAL IMPACT: A budget amendment is required to recognize FY2014/15 grant revenue in
the amount of $128,419 in Growth Management Division (GMD) Grant Fund 711, Project
33270. A budget amendment is also required to recognize funding from the Cities of Naples
($3,567) and Marco Island ($1,784) within GMD Grant Match Fund 712, project 33270 as well
as Collier County's match commitment($8,918)available from MSTD Fund 111 Reserves.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires

GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's
Growth Management Plan.
