EXECUTIVE SUMMARY Recommendation to direct the County Manager and the County Attorney to bring back a plan that would allow the development of individual Commission District Municipal Services Taxing Units (CDMSTUs) for the purpose of reinvigorating the roadway landscaping beautification program or other improvements identified by the Board to have a public benefit. OBJECTIVE: To established a mechanism and funding source for the continued beautification of Collier County roads or other enhancements that provide a public benefit and improve the quality of life in our community. CONSIDERATIONS: The Board of County Commissioners has held several public workshops where there has been an open discussion regarding the beautification of our community. The commissioners have collectively agreed that landscaping is a broadly supported objective that has improved property values and is recognized as a signature amenity in our community. Many constituents have expressed similar support for continued roadway beautification efforts. The County Manager has stated that funding for additional roadway landscaping installation and ongoing maintenance is unavailable from the existing and forecasted budget. He has identified the need to maintain our existing assets as a higher priority. The commissioners have collectively agreed that the maintenance of our existing assets should be placed above the desire to expand our landscaping. That said, several of our board members have acknowledged that a Commission District MSTU may be a viable mechanism to reinvigorate the beautification program and possibly allow the opportunity for other improvements that would benefit the public. If it is the collective will of the board to explore this opportunity, then it would be incumbent upon us to evaluate the fiscal impact of this opportunity and review the options if one district chose to move forward and an adjoining district did not. FISCAL IMPACT: This proposal in itself will incur already budgeted staff time. The fiscal impact of potential options will be evaluated at a later date if this proposal moves forward. GROWTH MANAGEMENT IMPACT: There is no growth Management Plan conflict associated with this proposal. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney,raises no legal issue at this time, and requires majority vote for direction. -JAK RECOMMENDATION: That the Board directs the County Manager and the County Attorney to develop options, an execution plan and the fiscal impacts associated with creating Commission District MSTUs for the purpose of reinvigorating the roadway landscaping beautification program or other improvements that would benefit the public and that the Board designates Commissioner Fiala to work with staff on this project.
