EXECUTIVESUMMARY
Recommendation to reject the bid received in response to Invitation to Bid #13 -6162, "Chlorinator
Equipment Maintenance."
OBJECTIVE: Reject the sole bid received in response to Invitation to Bid (ITB) 413 -6162,
"Chlorinator Equipment Maintenance," and authorize staff to issue a modified ITB.
CONSIDERATIONS: The Collier County Water -Sewer District operates and maintains multiple
chlorine- and ammonia -based feed systems throughout its treatment facilities for disinfection. Due to
the critical nature of the equipment, a vendor is required to provide labor and parts for semi - annual
inspections, cleaning the equipment, and preventative and emergency maintenance for all the
chlorination system equipment at the North County Wastewater Treatment Facility, the Pelican Bay
Wastewater Treatment Facility, the North and South County Regional Water Treatment Facilities, and
re -pump stations.
On November 21, 2013, ITB 913 -6162 was issued soliciting vendors for maintenance of chlorinator
equipment. Notices were sent to 368 vendors and the County received one (1) bid. Staff reviewed the
bid results and determined that the specifications, and the vendor's response, lacked the necessary
clarity to award. This lack of clarity may have also resulted in only one (1) bid offer. Furthermore, staff
would now like to include in the new solicitation the Orangetree Utility chlorination equipment to
position the County for the pending transition. Staff recommends rejecting the bid, and issuing a new
solicitation further clarifying the requirements of the County.
Consistent with Florida Statute 119.071 3, the documents associated with this ITB will remain exempt
for up to twelve (12) months after the Board approves the rejection of this executive summary.
FISCAL IMPACT: There is no fiscal impact with this executive summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality. and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board
of the Collier County Water -Sewer District, reject Bid 413 -6162, "Chlorinator Equipment
Maintenance," and direct staff to issue a modified Invitation to Bid.
