EXECUTIVE SUMMARY Recommendation to authorize execution of the Federal Transit Administration (FTA) 49 U.S.C. § 5339 Federal FY13 grant award in the amount of $353,562 and authorize the necessary budget amendments to support capital improvement construction at the Collier Area Transit Facility located at 8300 Radio Road, prior to the execution of said grant award. OBJECTIVE: To obtain grant funds for the capital improvement construction of the Collier Area Transit(CAT) facility located at 8300 Radio Road. CONSIDERATION: On June 10, 2013 the Board approved Agenda Item 16D4 authorizing the submittal of a grant application for the Federal Transit Administration (FTA) 49 U.S.C. § 5339 Federal FY13 grant funds in the amount of $353,562 for transit capital projects as defined by FTA. The grant requires a 20% match. Collier County received authorization from Florida Department of Transportation (FDOT) on August 22, 2013, to use toll revenue credits in the amount of$88,391 as a soft match for the grant. When notification of the final award from the Federal Transit Administration (FTA) is received, budget amendments will be prepared and presented to the Board to reflect any changes in the final allocation. Execution of the grant is processed through the FTA Transportation Electronic Award Management(TEAM) System. FISCAL IMPACT: A budget amendment is required in FY14 in the amount of$353,562 to recognize the grant revenue funds to Collier Area Transit (CAT) Grant Fund (424), Project 33328. Collier County has received approval from the Florida Department of Transportation for the use of toll revenue credits in the amount of$88,391 as soft match to the FTA 5339 capital grant program. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. RECOMMENDATION: That the Board authorize execution of the grant award for the Federal Transit Administration (FTA) 49 U.S.C. § 5339 Federal FY13 grant award in the amount of $353,562 through the FTA Transportation Electronic Award Management (TEAM) System and authorize the necessary budget amendments to support capital improvement construction and authorize eligible expenditures prior to the execution of the funding award agreement. In accordance with Title 23 United States Code Section 120(j) and the State of Florida's adopted policy regarding the use of toll revenue credits for public transit capital projects,we concur with your determination of eligibility and hereby authorize Collier Area Transit to use$88,391 in State of Florida toll revenue credits as soft match for these FTA projects. Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects at a 100%federal share. When providing a copy of this authorization to Collier Area Transit please ask them to reference the use of these credits in their project budget sheets of their FTA application, and send a copy of this authorization letter to their FTA Project Manager. Also include the item number reference where these projects are included in the STIP. FDOT will work with the Federal Highway Administration to ensure that the use of the toll revenue credits is properly accounted and recorded.
