EXECUTIVE SUMMARY
Recommendation to authorize staff to upgrade the current Harris Corporation
Public Safety Radio System to P25 technology using the State of Florida Contract.
OBJECTIVE: To begin implementation of radio system upgrades compatible with the P25
digital standards.
CONSIDERATION: On October 26, 1994, the Board of County Commissioners approved
competitively solicited contract #94-2201 with Ericsson Inc., now Harris Corporation (Harris),
for the purchase and implementation of the 800 MHz Public Safety Radio System. System
reliability and performance has been achieved over the years through an aggressive system
maintenance program, addition of tower sites to improve coverage, and periodic system
component and technology updates.
The County's legacy radio system is approaching its "end of life" with factory support ending in
December of 2017. Radio systems components can, and often do, continue to operate beyond
published "end of life" dates, but there are a number of associated risks. Aging system
components are more susceptible to failure; factory supported repairs may take longer due to
limited parts availability and lack of software support; and Collier County must also ensure that
the radio system has the ability to meet the changing requirements of public safety responders
such as current generation encryption algorithms.
In an effort to begin the transition from the radio system's "end of life" to the updated P25
technology and to maintain an effective communication for public safety personnel during the
system migration, staff has identified the following goals:
• Availability of P25 technology for public safety agencies in 2015; P25 technology is
critical to agencies receiving federal grants for communications equipment. Several
Collier County agencies have already received grants and additional grant requests have
been submitted. Significant delays in P25 implementation could jeopardize these funding
support efforts.
• Utilization of a third-party P25 radio technical consultant to develop coverage
specifications and verify the P25 implementation meets the specification. System users
will participate in this process and provide input to the consultant.
• Improved system performance and capabilities in North Naples.
• Maintenance of all legacy radio system capabilities during migration up to, and beyond
the anticipated end of life date, in the event migration is not completed due to external
factors.
• Full integration of key system features between the legacy system and the P25 system
during migration up to and beyond the anticipated end of life date to provide both day to
day and interoperable communications between agencies.
• Phased replacement of mobile and portable radios for non-public safety system users
through the integration of the legacy and P25 systems.
• Optional pricing for a complete replacement of the mobile and portable radio inventory
with P25 compliant radios system wide. This option will afford agencies on the system a
comprehensive price for equipment replacement if desired.

• Commitment and pricing from the vendor for long term technology and maintenance
support of the P25 system.
• Funding and procurement options provided by the vendor, which will be evaluated in
consultation with the Budget and Purchasing offices.
Staff has identified two alternatives to implement the P25 solution.
Alternative #1: The first option is to proceed with the current system vendor, Harris Corporation
which:
• Provides a full P25 implementation within twelve months if desired or the project can
remain on a phased approach providing P25 capability first for public safety.
• Leverages existing system investments including maintenance and support costs for
additional credits and reductions in maintenance costs during implementation.
• Allows immediate integration of both systems and a single point of command and control
for both systems.
• Provides a single point of responsibility for maintenance of the legacy system and
implementation of the P25 system
• Procures the equipment utilizing the State of Florida contract and associated pricing, as
approved by the Board on December 10, 2013, allowing for a minimum discount of
twenty-five percent from the vendors published list price.
• Continues annual revenue through site agreements with Harris for the State radio system.
• Continues use of site components such as shelters and generators at Harris tower sites.
Alternative #2: The second option is to develop and publish a request for proposal (RFP) for a
P25 system. This alternative:
• Extends the implementation of the new system by a minimum of nine to twelve months
for the RFP process.
• Requires complete system replacement eliminating a phased in approach.
• Requires the full cost of operation and maintenance of the legacy system until all users
are operating on the new system.
• Involves resolving any compatibility issues between the legacy system and the P25
system during implementation. A different vendor (other than Harris) will be unable to
work on legacy equipment.
• Requires replacement of all non-compliant P25 radios at cutover if the legacy and P25
systems are not fully interfaced. The current value of the mobile and portable radio
inventory exceeds $12 million. Replacement of the non-P25 radio inventory will be a
significant expense for the County and the independent agencies using the system if a
new vendor is selected.
• May eliminate the current tower site locations or require site changes that will extend
implementation, increase the cost of site leases and/or create additional financial
obligations for the County
• Requires the installation of additional site infrastructure resources that are currently
shared with Harris for the State of Florida system.
• Requires additional training and support costs to support the transition to a new vendor.
Changing vendors in a system of this magnitude is a monumental task that requires full
replacement of all components at one time, eliminates the potential for phasing the upgrade or use
of current components, and erases the institutional knowledge developed over time. The
Purchasing Director has reviewed this item and recommends the use of the State of Florida
contract(approved on December 10, 2013; Agenda Item 16E11); and, if consistent with the terms

of the State of Florida agreement, negotiating additional discounts, terms and/or concessions for
phased-in approach for upgrading the public safety radio system.
FISCAL IMPACT: The total project cost is not expected to exceed $15 million. Initial funding
of$2 million is included in the FY 14 budget to commence the project including upgrades to site
components including equipment shelters, generators and battery back-up systems.
GROWTH MANAGEMENT IMPACT: There is no growth management impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—CMG
RECOMMENDATION: That the Board authorizes staff to implement Alternative#1 and utilize
the State of Florida Contract for P25 upgrades to the Public Safety Radio System.
