Coburn as the District 20 Medical Examiner. OBJECTIVE: To respond to a request from the Medical Examiners Commission for input relating to the reappointment of Marta U. Coburn, M.D. as the District 20 Medical Examiner. CONSIDERATIONS: The gubernatorial appointment term of the District 20 Medical Examiner will expire on July 1, 2014. The Medical Examiners Commission has requested the Board of County Commissioners (Board) to indicate its concurrence or non - concurrence with the reappointment of Dr. Coburn. A copy of the Medical Examiners Commission correspondence and the form are attached for your reference. Emergency Management staff fully supports this routine reappointment. FISCAL IMPACT: There is no fiscal impact associated with this item. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, n raises no legal issue, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorizes the Chairman to complete and sign the attached "Recommendation for Reappointment" of Dr. Marta U. All Florida District Medical Examiners are subject to a staggered reappointment 'process`every 3 years, per Florida Statute 406 and Florida Administrative Code 11G- 5.004. The Medical Examiners Commission ,seeks input from local agencies, such as the State Attorney, Public Defender, police ` agencies, area funeral homes, the Medical Society.and the Board of County Commission, at a' minimum. The Governor's Appointments Office may also seek out other local leaders for their input, as they`have done in,the past.'` t I am seeking, reappointment and would ask that 'the Board of County Commission consider this my formal request for their support. (have been serving Collier County since 1990, first as Associate Medical Examiner and later, as District Medical Examiner in 1991. I-have served as President of the Florida Association "of Medical Examiners (FAME) and l am currently the FAME`' Secretary. I am also a member of the Collier County Medical Society, National Association of Medical Examiners and the, American Academy of Forensic Sciences. I, oversaw the construction of our state -of- the -art facility in 1997 71998, which still serves as a model for other medical examiner offices today. Our primary focus is r to provide excellence in our service" o the citizens, visitors and agencies of Collier County in a fiscally f„ responsible manner. Over the years, I have served on a number of committees, including FAME's Practice Guidelines for Florida_ Medical Examiners, which is incorporated into state law by reference and serves as a guide for the practice of forensic pathology in Florida. I was also a member of the "ID the Missing" committee, an 'NIJ sponsored focus group assembled.at the request of President George W. Bush to address the problem of the large numbers of unidentified decedents in our country. I was:asked to participate in that!group because of the success of the website.I,created, FLUIDDB, which has been instrumental in identifying a number of unidentified decedents in Florida. I am also a past board member of Drug Free Collier and assisted in the development and implementation of our responsible community ;pharmaceutical disposal program. - We are currently involved in research involving sudden unexplained infant deaths (SUID) and we are k developing a, protocol for researchthat will help locate decedents whose remains are believed to be -1004- Packet Page
