EXECUTIVE SUMMARY
Recommendation to approve the sale of North Collier Regional Park concessions inventory to the
Board approved concessionaire NASA Holdings of Miami, Inc. and donate any remaining
unpurchased inventory to a not for profit.
OBJECTIVE: To maximize the County's cost recovery through the sale of remaining concessions
inventory.
CONSIDERATIONS: On January 14, 2014, the Board approved the award of Request for Proposal No.
13 -6173 to NASA Holdings of Miami, Inc., outsourcing concessions at the North Collier Regional Park
(Agenda item 11D).
The new concession contract was fully executed January 31, 2014. In the interim between approval and
execution of the contract, the Parks and Recreation Department continued to conduct concession
operations and made every effort to deplete concessions inventory on hand. Staff took inventory of
concession items on January 31, 2014 and secured the inventory until a divestment plan could be
completed.
NASA Holdings has negotiated with staff for the purchase of all bottled beverages and the remainder of
the Dippin' Dots at one hundred percent of cost, and all other inventory at fifty percent of cost. Selling
the remaining inventory to NASA Holdings will maximize cost recovery through the purchase as well as
the percentage the County will receive through the concessionaire's sale of the items.
In the event NASA Holdings rejects the purchase of any items; staff will dispose of items to a local non-
profit.
FISCAL IMPACT: Value of the inventory when taken on January 31, 2014 was $5,335.52. Products
worth $897.00 can be returned directly to the vendor for a refund. Due to product expiration and
spoilage, and the reduced purchase value on some items, staff estimates the amount of the sale amount to
NASA Holdings to be $2,454.70. Concession revenue is budgeted in the appropriate Parks cost center
within the General Fund (001).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
request.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for approval. - CMG
RECOMMENDATION: That the Board of County Commissioners approves the sale of the remaining
North Collier Regional Park concessions inventory items at a negotiated price to Board approved
concessionaire NASA Holdings of Miami, Inc. and donate any unpurchased items.
