EXECUTIVE SUMMARY
Recommendation to approve the standardization of the Scott Safety Air Pak 75
for emergency personnel (Purchasing Ordinance Section 18); waive the Formal
Competitive Threshold (Purchasing Ordinance Section 9); approve the purchase
of seventeen (17) Scott Safety Air Pak 75's from Municipal Emergency Services,
Inc. in the amount of $111,717.66 for the Ochopee Fire Department and approve
all necessary budget amendments.
OBJECTIVE: To ensure the continued public safety by expediting the purchase of Self
Contained Breathing Apparatus for the Ochopee Fire Control District (OFCD).
CONSIDERATIONS: A Self Contained Breathing Apparatus (SCBA) is a device worn by
rescue workers and firefighters to provide breathable air in an immediate danger to life and
health atmosphere in conditions such as a fire or chemical leak. The current SCBA units in the
Ochopee Fire Control District were purchased in 2005. In the past four (4) years OFCD has
experienced increased maintenance issues with these units and it has become increasingly
difficult to find maintenance centers that are able to service these older units. Currently OFCD
must ship units to West Virginia for service and repairs, causing broken units to be out of
service for weeks at a time. There is an ongoing concern over the condition and reliability of the
present SCBA devices, and recently there were two failures of the SCBA devices at a major
structural fire that further put the County's personnel at risk for injury. To ensure the safety of
staff and in turn the citizens living in the OFCD, it is imperative that the County replace these
units as soon as possible.
After exploring new equipment, staff determined that it is in the County's best interest to
purchase the Scott Safety, Air -Pak 75. This manufactured unit was chosen because it is
consistent with other units throughout the County Fire Control Districts and EMS services (also
Air -Pak 75's), therefore, it would standardize the equipment, and allow public safety personnel
to be familiar with the same life safety support equipment across multiple locations.
With Purchasing staff overseeing the quote process, research revealed that there were only
three (3) approved dealers for Scott Safety SCBA products. The three approved dealers were
contacted in an effort to obtain quotes for the SCBA products, and staff also explored the use of
a group purchasing organization contract with National Purchasing Partners. The quote
process revealed the following results:
Two of three quotes were received by the approved dealers, while the third dealer no
longer was able to supply the equipment (as of December 2013); and
The group purchasing organization revealed a thirteen (13) percent higher cost than the
lowest quote received (from Municipal Emergency Services, Inc).
Municipal Emergency Services, Inc. (MES) submitted the low bid of $111,717.66, a nine (9)
percent savings over the second quote.
FISCAL IMPACT: The FY 2014 Ochopee Fire Protection MSTU budget is not sufficient to cover
the cost of this acquisition. The lease purchase option under consideration carries over $7,000
in interest cost over three years at a rate of 3.79 %. This interest cost is certainly not competitive
given the county's credit position and generally there is a limited market for credit at or below
$100,000. It's tough to get banks to participate in the credit process at this low amount. The
proposed alternative is to advance the MSTU the purchase amount and allow for its repayment
to the General Fund over three years similar to the advance provided by the General Fund to
construct the station at Port of the Islands (BCC Agenda for 11/13/12 Item 11B). Shortly the

Board will consider an Executive Summary which amends the MSTU ordinance allowing for a
modest additional millage above the current cap of $4.00 per $1,000 of taxable value to repay
the advance for the station. We would simply add to the advance the amount of this acquisition
with re- payment under the same terms. A FY 2014 budget amendment will be required which
moves dollars from the General Fund to the Ochopee Fire Protection MSTU. It is not anticipated
that General Fund reserve dollars will be impacted.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with
this Executive Summary.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
a majority vote for approval. - ERP
RECOMMENDATION: That the Board of County Commissioners approves the standardization
of the Scott Safety Air Pak 75 for its emergency personnel (Purchasing Ordinance Section 18);
waives the Formal Competitive Threshold (Purchasing Ordinance Section 9) in lieu of the
research noted above; approves the purchase of seventeen (17) Scott Safety Air Pak 75's from
Municipal Emergency Services, Inc.; in the amount of $111,717.66 and approve all necessary
budget amendments.

Per our conversation this afternoon, all Scott Authorized Distributors and Service Centers are listed on our web site at
www.scottsafety.com. This list can be accessed, as Mr. Northrup has done, by using the link at the top of our home
page labeled "Find A Distributor ". Once there, you can obtain a list that is customized to your particular industry and
geographic location.
The list obtained by Mr. Northrup appears to have come from our website. And all the distributors listed are Scott
authorized distributors who can sell in Florida. However, not all of the distributors listed may be an ideal fit for you. We
establish and classify our distributors based upon the needs of the marketplace and their ability to serve those needs.
For example, some distributors may be classified as fire service distributors while others may be classified as industrial
distributors. Some will have a physical presence within your geographic region while others may not.
In Florida, we have two distributors that are authorized and classified as fire service distributors - Fisher Safety (aka.
Fisher Scientific) and MES. Both are best equipped to serve the needs of the fire market, Each distributor has a physical
location within Florida, a staff of Scott trained sales representatives and Scott trained and certified service personnel.
They also offer fixed and mobile (on -site) services such as product training, facepiece fit testing and respirator repair and
flow testing.
It's important to note that nothing prevents you from contacting any of the distributors listed, but I think you'll find that
a fire service distributor will be the best choice. The will not only be the best prepared to serve your needs but should
also provide the best value.
