(Commissioner Henning's request) Move Item 16D4 to Item 11G: Recommendation to award Request for Quotation (RFQ) to Jensen Underground Utilities, Inc., in the amount of $2,000 plus $200 for contingency for a total of $2,200 for Video Tape of the constructed gravity sewer at Collier County's Bluebill Avenue Turnaround and Restroom Beach Park Facility and make a finding that the expenditure promotes tourism. EXECUTIVE SUMMARY Recommendation to award Request for Quotation (RFQ) to Jensen Underground Utilities, Inc., in the amount of $2,000 plus $200 for contingency for a total of $2,200 for Video Tape of the constructed gravity sewer at Collier County's Bluebill Avenue Turnaround and Restroom Beach Park Facility and make a finding that the expenditure promotes tourism. OBJECTIVE: To complete the final acceptance of the Sewer Utility Conveyance at Bluebill. CONSIDERATION: On January 24, 2012, under Consent Agenda Item 16D4, the conveyance of the sewer utility at Bluebill went to the Board for approval. The final Board acceptance is incomplete until Growth Management Division (GMD) accepts the one -year video inspection of the constructed gravity sewer. Jensen Underground Utilities, Inc., was asked to provide a quote to do the required video inspection. Jensen's lump sum quote was $2,000 to monitor 245 lineal feet of 8 inch sewer line and to provide a report for review and final inspection. When the final inspection is approved, GMD will take this Item to the Board for final acceptance. Under the purchasing policy, one quote is required for work under $3,000. Staff recommends awarding the quote to Jensen Underground Utilities, Inc., for $2,000 as the only responsive vendor. Jensen Underground Utilities, Inc. is qualified to conduct this inspection. The Bluebill Avenue Turnaround and Restroom Facility is a County beach park facility. The construction of this project was completed in two phases. The first phase included the turnaround and utilities work and the second phase was for the building. The construction was funded from Tourist Development Tax Beach Facilities funding. The construction of the restroom facility was completed in February of 2013. ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board previously approved this project with a 7 -0 vote on June 20, 2013. The Tourist Development Council approved the award for the One Year Tape to Jensen Underground Utilities on January 27, 2014 by unanimous vote. FISCAL IMPACT: Sufficient funding for the proposed expenditure exists in Tourist Development Council Beach Park Facilities Fund (183) in Project No. 80058 (Vanderbilt Beach Access 48). GROWTH MANAGEMENT IMPACT: There is no impact to Growth Management Plan associated with this action. LEGAL CONSIDERATIONS: The tourist development statute provides eligible expenditures and the County tourist development tax ordinance No. 92 -60, as amended, follows the statute. The determination as to whether a project promotes tourism is a finding for the governing board. The TDC is tasked with making a recommendation either for or against; the Board of County Commissioners may review and accept this finding or may make its own finding. This item has been approved as to fonn and legality and requires majority vote for approval. — CMG RECOMMENDATION: That the Board of County Commissioners awards a contract to Jensen Underground Utilities, Inc., in the amount of $2,200 for the required One year Video Tape of the constructed gravity sewer and makes a finding that the expenditure promotes tourism.
