Agenda 02/25/2014 Item #16C32/25/2014 16.C.3. EXECUTIVE SUMMARY Recommendation to award Invitation to Bid #14 -6197, Hammerhead and Designated Driveway Construction, to multiple vendors in two categories, and to terminate contract #11 -5794, Solid Waste Hammerhead Construction. OBJECTIVE: Provide safe and proper turn - around areas on dead -end public roads by building hammerheads and /or designated driveways. CONSIDERATIONS: The Solid and Hazardous Waste Management Department is responsible for ensuring that collection and disposal services are provided throughout Collier County in a safe and efficient manner. There are more than 300 dead -end streets in Collier County that do not allow for safe turn- around of waste collection vehicles or large emergency vehicles. In most cases, these large vehicles must back down the street to the nearest intersection or back onto private property creating an unsafe condition or damage to private property. The intent of this project is to protect the public and private property by providing turn- around capability on dead -end streets for solid waste collection vehicles. Constructing permanent hammerhead- shaped turn- around areas at the end of public streets allows solid waste collection vehicles to turn around safely, reducing property damage and the hazards caused by trucks backing down dead -end streets. The hammerheads are also used by emergency medical service trucks, fire trucks and school buses. In cases where a hammerhead cannot be constructed, a designated driveway will be constructed under the Designated Driveway Program. Designated driveways are property owner- approved reinforced private driveways intended to create safe, designated turn- around areas for solid waste collection vehicles where no turn- around access areas exist. It is anticipated that thirty (30) to thirty-five (35) hammerheads will be constructed each fiscal year at approximately forty thousand ($40,000) dollars per hammerhead. Less than fifteen (15) designated driveways are anticipated to be built each year at an estimated cost of ten thousand ($10,000) dollars per driveway. Staff recommends terminating contract #11 -5794, Solid Waste Hammerhead Construction with BQ Concrete, Bradanna, and Mitchell and Stark and replacing it with the bid results from Invitation to Bid #14 -6197. The new solicitation was formatted into two categories in an effort to increase the number of qualified contractors to construct hammerheads and designated driveways. Invitation to Bid 414 -6197 was posted on November 26, 2013, with nineteen hundred seventy (1,970) email notices sent to vendors; sixty nine (69) parties downloaded full bid packages and eight (8) bids were received by the due date of December 18, 2013. Staff reviewed the bids and deemed the following companies as the as the lowest responsive bidders in each category. Category I - Hammerheads Bradanna Mitchell and Stark SWD NR Contractors Packet Page -538- 2/25/2014 16.C.3. Category II— Designated Driveways Bradanna BQ Concrete SWD NR Contractors Selection was based on the lowest quotes received. The submitted bids were evaluated for award purposes only as each hammerhead and designated driveway project will be solicited competitively among all the awarded vendors in each category. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2014 Capital Budget approved by the Board on September 19, 2013. The source of funding is the Solid Waste Capital Fund (474), Projects 59024 and 59001, funded by the annual Solid Waste Collection Assessment. The estimated cost of construction for FY2014 is $1,500,000. The life cycle cost will be funded by the Growth Management Division's Transportation Department as a continuation of the current roadway. Designated driveways are generally maintenance free for approximately 15 years. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. —SRT RECOMMENDATION: That the Board Award Invitation to Bid #14 -6197, Hammerhead and Designated Driveway Construction, to the multiple low bid vendors identified in the above - referenced two categories, authorize the Board's Chairman to execute the attached agreements with those vendors, and terminate contract #11 -5794, Solid Waste Hammerhead Construction.
