EXECUTIVE SUMMARY
Recommendation to approve the rankings of firms under Request for Proposal 14 -6198, Design and
Support Services for the Collier County Landfill Leachate Deep Injection Well, and to direct staff
to negotiate a contract with the top ranked firm, URS Corporation, for Board of County
Commissioners' approval.
OBJECTIVE: Approve staff selection committee rankings for design and support services for the
planned deep injection well at the Collier County Landfill in order to provide a compliant, safe, reliable
and cost - effective means to dispose of leachate.
CONSIDERATIONS: The Collier County Landfill is a 310.97 -acre Class -I solid waste management
facility that accepts incoming solid waste six days per week. Leachate produced in the landfill disposal
cells is collected via the landfill leachate collection system and transferred to a pump station. The leachate
is then pumped to the sanitary sewer collection system flowing to the South County Water Reclamation
Facility for treatment and disposal. The county is responsible for the management and disposal of leachate
from the pump station. Although the current leachate disposal system is safe and compliant, there is no
reliable backup system; therefore, it is not a long -term solution for the county's leachate disposal needs.
The deep injection well disposal method will provide a long -term, fully compliant, safe, reliable and cost -
effective disposal strategy to manage leachate on -site. The existing leachate disposal system will serve as
a backup to the deep injection well system.
The scope of work for Request for Proposal (RFP) 14 -6198 is design and support services, including:
• Evaluate existing landfill leachate management system;
• Provide a cost analysis for each possible location of a deep injection well system, including cost
ramifications for the property;
• Design a deep injection well system, including above and below ground design;
• Complete all permits regarding the Class 1 deep injection well for landfill leachate disposal; and,
• Provide construction service oversight.
The RFP was advertised on November 8, 2013. Email notices were sent to one thousand one
hundred and forty seven (1,147) addresses with sixty four (64) addresses requesting full
packages. Eight (8) responses were received by the due date of December 11, 2013. A selection
committee net on January 15, 2014, and after review and discussion, by consensus, the eight (8)
responding firms were shortlisted in the following order:

In accordance with the Consultant's Competitive Negotiation Act, Florida Statute 287.055, upon the
Board's approval of the listed ranking, staff will negotiate an agreement with the top ranked firm and
bring a proposed contract back to the Board at a subsequent meeting.

FISCAL IMPACT: Funding is available in, and is consistent with, the FY2014 Capital Budget
approved by the Board on September 19, 2013. The source of funding is the Solid Waste Capital Fund
(474).
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires
majority vote for Board approval. —ERP
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners approves the rankings of firms
under Request for Proposal 14 -6198, Design and Support Services for the Collier County Landfill
Leachate Deep Injection Well, and to direct staff to negotiate a contract with the top ranked firm,
URS Corporation, subject to subsequent Board approval.
