EXECUTIVE SUMMARY
Recommendation to recognize additional Federal Transit Administration Title 49 U.S.C. § 5305(d)
funding (previously found at § 5303) to the Collier Metropolitan Planning Organization and to
authorize the necessary budget amendments for grant revenue in the amount of $128,781 and a
local match in the amount of $14,309 for the MPO's fiscal year 2013/14 FTA Section 5305 program.
OBJECTIVE: For the Board of County Commissioners to recognize additional funding and to
authorize the necessary budget amendments to complete program budgeting for the FY 2013/14
MPO program year.
CONSIDERATIONS: The Collier Metropolitan Planning Organization (MPO) entered into a
multi -year Joint Participation Agreement (JPA) with the Florida Department of Transportation
(FDOT) on March 29, 2013, for Federal Transit Administration funding under Title 49 U.S.C. §
5303 (now known as § 5305(d)), which is programmed for metropolitan transit planning
activities. The MPO is qualified to receive annual allocations of this funding; and has received
and executed an FY 2013 -14 Notification of Funding in the amount of $128,781. Per the
Agreement this 90% grant award must be matched with 10% local resources. The required
$14,309 match is to be funded by local govermnents with transit services in Collier County, City
of Naples and City of Marco Island which equate to $8,943, $3,577, and $1,789 respectively.
This executive summary recognizes the grant revenue and required match dollars in order to
continue execution of the grant contract during the FY 2013/14 MPO budget year, which is July
1 – June 30. FY2012/13 has been previously recognized. All invoices for the matches will be
done to coincide with the MPO budget cycle and not on a reimbursement basis.
FISCAL IMPACT: A budget amendment is required to recognize FY 2013/14 grant revenue in
the amount of $128,781 in Growth Management Division (GMD) Grant Fund (711), Project
33270. The required matching funds are available from the Cities of Naples ($3,577) and Marco
Island ($1,789) in GMD Grant Match Fund (712), project 33270 and Collier County's match
commitment ($8,943) is available from MSTD Fund (I 11) Reserves.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: This request is consistent with Collier County's
Growth Management Plan.
