EXECUTIVE SUMMARY
Recommendation to approve amendments to two subrecipient agreements with Immokalee Non-
Profit Housing, Inc. d/b/a Immokalee Housing & Family Services providing time extensions for
Timber Ridge Community Center Upgrades and Sanders Pine Playground Upgrades with
Community Development Block Grant(CDBG)funds. (Fiscal Impact$0).
OBJECTIVE: To maintain community amenity infrastructure in low-income neighborhoods.
CONSIDERATIONS: The Community Development Block Grant program is funded by the U.S.
Department of Housing and Urban Development to address locally defined needs for programming and
infrastructure. Collier County is currently working under a supplemental funding cycle for CDBG
approved by the Board of County Commissioners on May 14, 2013 (Agenda Items#16D10 and#16D11).
Under this funding cycle, subrecipient agreements with Immokalee Non-Profit Housing, Inc. d/b/a
Immokalee Housing & Family Services for the Timber Ridge Community Center Upgrades and Sanders
Pines Playground Upgrades were approved by the Board of County Commissioners at the May 14, 2013
(Agenda Item #16D10) meeting. The first amendment to each agreement was approved by the Board on
October 22, 2013 (Agenda Item#16D19).
The second amendment to each agreement is requesting additional time to complete the projects. The
subrecipient experienced significant delays in completing the Environmental Review process for both
projects thus resulting in a two-month delay. Accordingly, it is necessary to provide additional time to
allow project completion and full expenditure of grant funds.
Amendment#2 reflects the following modifications to both projects:
1. TIME OF PERFORMANCE; Paragraph II. Project completion date is extended from February
28, 2014 up to and including May 31, 2014 for both projects.
2. AGREEMENT AMOUNT; Paragraph III. Contract provision regarding the shift of budgeted
funds.

The proposed modifications are allowable under the grant, and will not increase nor decrease the amount
of grant funds or impact the budget for these projects.

FISCAL IMPACT: The proposed actions described in this executive summary have no new fiscal
impact. The funding, source for the grant awards is Community Development Block Grants. The
grant award for Timber Ridge Community Center Upgrades is $18,250. It is budgeted within
Housing Grant Fund (705) under CDBG Project (33176). The grant award for Sanders Pines
Playground Upgrades is $13,500. It is budgeted within Housing Fund (121) under CDBG
Project(44505) and Housing Grant Fund (705) under CDBG Project(33088).
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further the Goals, Objectives, and Policies within the Housing Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves amendments to two
subrecipient agreements with Immokalee Non-Profit Housing, Inc. d/b/a Immokalee Housing & Family
Services providing time extensions for Timber Ridge Community Center Upgrades and Sanders Pines
Playground Upgrades with CDBG funds.
