EXECUTIVE SUMMARY Recommendation to award Request for Quote No. 08-5011-111, "Replacement of Process Air Blowers at South County Water Reclamation Facility," to Quality Enterprises USA, Inc., in the amount of$645,239.15, for project No. 73969 South County Water Reclamation Facility Technical Support Project. OBJECTIVE: Provide and install two process air turbo-blowers, piping, valves, and flow meters in the Blower Building at the South County Water Reclamation Facility (SCWRF). CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners (Board) adopted the 2008 Wastewater Master Plan Update that identified the requirement for remaining in compliance at the SCWRF. The proposed scope of work is consistent with the 2010 Wastewater CIP Update (dated October 5, 2010), Project 73969, "SCWRF Technical Support Project," page 2 of 4, line 86, as identified in the 2011 User Fee Rate Study. This project will replace two process air blowers at the SCWRF. These blowers play a critical role in the wastewater treatment process as they are required to aerate wastewater continuously, 24 hours a day, seven days a week. The current blowers are approximately l6 years old and, over the last year, have required extensive repairs and shown signs of decreased reliability and higher power consumption. The proposed process air turbo-blowers utilize reliable, energy-saving technologies such as variable frequency drives, premium efficiency direct current motors, and magnetic bearings. These advancements are expected to dramatically reduce annual blower energy consumption by an estimated $48,000 (27 percent) and reduce annual blower maintenance costs by approximately $30,000, thereby saving an estimated $78,000 annually in operating cost. In addition, the life expectancy of the equipment will be substantially increased. Additionally, the proposed air flow meters will allow the SCWRF operators to set adjustable flow rates to meet the process treatment requirements more precisely, thereby improving the reliability of producing compliant irrigation quality water. Request for Quotation (RFQ) No. 08-5011-111 was posted on November 26, 2013, with all five awarded vendors of the Fixed-term Underground Utilities Contract 08-5011 notified. Three quotes were timely received. The qualified quotes are summarized in the table below and in the quote tabulation information in Attachment 1. Higgins $834.434.00 $63.000.00 $897,434.00 County staff and the local project design engineer, Hole Montes, determined the low quote to be fair and reasonable and recommend awarding the work order to Quality Enterprises USA, Inc., as the lowest responsive and qualified local bidder(reference Attachment 3). The Purchasing Department concluded that bidding was competitive, and representative of market conditions. Quality Enterprises USA, Inc., has a satisfactory performance and warranty record on previous wastewater utility-related projects. The quote specifications informed the bidders that there may be unforeseen conditions associated with the project. The total quote amount incorporates an allowance of$63,000 which includes, but is not limited to, replacement of in-slab conduit and cabling. Staff will negotiate a price for any unforeseen conditions prior to start of any additional work. FISCAL IMPACT: Funding is available and is consistent with the FY2014 Capital Budget approved by the Board on September 19, 2013. The source of capital funding is the Wastewater User Fee Fund (414). Funds are available in Project 73969, SCWRF Technical Support Project. Using today's dollars, the total cost to replace the asset is $645,239.15, which has a life expectancy of 30 years. The project is expected to be completed in March 2015. The operating budget impact of the completed project is reflected in the table below. The source for future operating expenses will be user fees. The annual savings consists of approximately $48,000 in power consumption savings and $30,000 of maintenance savings. Since the new turbo-blowers will not go into service until March 2015, the cost savings for FY2015 is prorated. While this project is required for replacement alone, the resulting internal rate of return for the project is 11 percent (reference Attachment 4). LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District, award RFQ No. 08-5011-111 for Project No. 73969, SCWRF Technical Support Project, to Quality Enterprises USA.
