EXECUTIVE SUMMARY Recommendation to approve a proposal from Coastal Planning & Engineering dated December 16, 2013 for a historic beach performance report and presentation under Contract 09-5262-CZ, authorize budget amendment, authorize the County Manager or his designee to execute the work order for a not to exceed amount of$19,980.60, and make a finding that this expenditure promotes tourism. OBJECTIVE: To approve a proposal with Coastal Planning &Engineering to provide a historic beach performance presentation in support of an upcoming beach renourishment workshop, reviewing and identifying past and future beach renourishment practices. CONSIDERATIONS: Collier County has been actively managing its beaches since the mid 1990's. During this period annual erosion, annual accretion, sand renourishment, winter storms, tropical storms, hurricanes, inlet sand bypassing and the occurrence of hot spots have all occurred and impacted our beaches. This scope of work gathers available data from the mid 1990's and analyze it by beach segment, by beach width and beach sand volume remaining. Beach width standard and renourishment design approach will also be reviewed in this presentation. The goal is to integrate historic events, measured beach changes and annual or multi-year processes in a visual display that will create a framework to assist in future planning and decision making for Collier County beach management program. Staff is recommending that this work order is executed under Contract 09-5262-CZ prior to its expiration (March 8, 2014). No additional tasks or timelines will be added to this work order after March 8, 2014 without prior Board approval. This work will also be used to create visual and tabular documents that will be used to support our FEMA appeal and provide back-up information to the AUIR and CIE. Beach projects have been added to the AUIR process and this information will provide the advisory committees and the Board with information that will identify erosion, accretion, and renourishment impacts historically and planned. FISCAL IMPACT: Funding for the proposed work order is not presently included in the budget. However, sufficient funding is available in Tourist Development Tax Fund (195) reserves. A budget amendment will be necessary to move funds, in the amount of$19,980.60, from reserves into Project 80165, Collier Beach Analysis. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. Packet Page-257- 2/11/2014 16.A.5. ADVISORY COMMITTEE RECOMMENDATIONS: At the January 9, 2014 Coastal Advisory Council meeting, this item was unanimously recommended for approval by an 8 to 0 vote. At the January 27, 2014 Tourist Development Council meeting, this item was not recommended for approval by a 5 to 3 vote. The TDC majority did not agree that this expenditure promotes tourism. LEGAL CONSIDERATIONS: The tourist development statute provides eligible expenditures and the County tourist development tax ordinance No. 92-60, as amended, follows the statute. The determination as to whether a project promotes tourism is a finding for the governing board. The TDC is tasked with making a recommendation either for or against; the Board of County Commissioners may review and accept this finding or the Board may make its own finding. EXHIBIT A Scope of Work Historic Beach Performance Presentation,Collier County, Florida December 16,2013 This Scope of Work (SOW) has been prepared in support of Collier County's effort to create a series of images showing shoreline and/or volumetric trends since 1995 for all project reaches for presentation to County residents. The goal is to integrate historic events, measured beach changes and annual or multi-year processes in a visual display that will create a framework to assist in future planning of the Collier County beach management program. A. Administration The project manager will be responsible for general project administration with assistance from other senior staff as appropriate. Administration includes coordination, meetings, progress and status updates, budget control, scheduling, planning, internal meetings, and presentation of the final product to Collier County. This work will utilize existing data assets and reports to meet the objectives of the presentation. B. Prepare Historic Beach Performance Presentation In order to prepare a visually stimulating and easy to understand presentation that summarizes the historic beach performance of Collier County beaches from Barefoot Beach to Gordon's Pass, the following actions will be performed by Coastal Planning & Engineering, Inc., a CB&I Company(CB&I): 1. Compile historic beach survey data and normalize datasets to be referenced to a uniform vertical and horizontal datum. 2. Research activities that may have affected the beaches throughout the County for the same time period as the survey data. We will seek County assist in completing the record prior to 2003. Events may include: o Beach nourishments by dredge or truck haul o Construction or removal of structures o Sand bypassing at inlets o Storm impacts o Inlet dredging 3. Calculate both MHW shoreline and volumetric changes for each reach individually since 1995 annually and over 5-10 year time periods. 4. Create a Microsoft PowerPoint animated presentation for each individual reach that will display measured changes as well as potential influential events. Slide will transition to one another to display changes and pertinent data. Reaches include: o Barefoot Beach o Clam Pass Park/Seagate Dr. o Wiggins Inlet o Park Shore o Vanderbilt Beach o Doctors Pass o Pelican Bay o Naples Beach o Clam Pass Packet Page-263- 2/11/2014 16.A.5. 5.
