EXECUTIVE SUMMARY
Recommendation to award a construction contract to Douglas N. Higgins, Inc., for Bid No. 14-
6203 — J&C Boulevard Roadway Improvements (from Taylor Road to Airport-Pulling Road)
Project No. 60182-5 funded by the Pine Ridge Industrial Park MSTU, in the amount of
$1,574,005.80 and reserve $50,000 on the purchase order for funding allowances, for a total of
$1,624,005.80.
OBJECTIVE: To award a construction contract for J&C Boulevard Roadway Improvements to
Douglas N. Higgins, Inc., in accordance with Bid No. 14-6203. The purpose of the project is to
perform roadway and drainage work which will improve the operation and safety of the road.
CONSIDERATIONS: The J&C Boulevard Roadway Improvements Project was approved by the
BCC on April 14, 2009, item 16B12. The preliminary cost estimate for this project at that time was
$1.215,000.00. The improvements began with an intersection improvement on J&C Boulevard at
Airport-Pulling Road in 2010, with the balance of the project to be completed as a separate project at
a later date.
The current project includes overlaying the existing pavement and constructing paved shoulders on
both sides of J&C Boulevard from Taylor Road to Airport-Pulling Road. It also includes
constructing drainage improvements on both swales of J&C Boulevard and reconstructing all of the
existing driveways. The project is to be funded by the Pine Ridge Industrial Park Municipal Service
Taxing Unit(MSTU).
The bid for the project was advertised on November 14, 2013, in the Naples Daily News. Over 503
notices were sent out and 86 bid packages were downloaded. A non-mandatory pre-bid meeting was
held on November 21, 2013 to review the bid package and address issues and questions from
prospective bidders. Four(4) bids were submitted on December 20, 2013.
The following bids were received:
Douglas N. Higgins,Inc. $1,624,005.80
OAK, Fl., Inc. $1,739,699.84
Quality Enterprises USA, Inc. $1.796,787.71
Haskins, Inc. $1,796,859.30
The bids were reviewed by Purchasing staff and the Transportation Engineering Department in
conjunction with the project's Design Professional, Agnoli, Barber and Brundage, Inc. Staff
recommends awarding the contract to Douglas N. Higgins, Inc. as the lowest, responsive and
qualified bidder. Higgins' bid is 6.08%higher than the Engineer's Cost Estimate of$1,530,858.05.
FISCAL IMPACT: Funds in the amount of$1,624,005.80, are available in the Pine Ridge Industrial
Park MSTU fund 132, Project Number 60182. These improvements represent a minor change to the
existing facility and, therefore, will have negligible effect to current facilities operations and
maintenance.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: The J&C Boulevard Roadway Improvements Project has
no impact on the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves the contract with
Douglas N. Higgins, Inc., for Bid No. 14-6203 – J&C Boulevard Roadway Improvements (from
Taylor Road to Airport-Pulling Road),Project No. 60182-5, funded by the Pine Ridge Industrial Park
Municipal Service Taxing Unit (MSTU) in the amount of$1,574,005.80 and reserve $50,000.00 on
the purchase order for funding allowances, for a total of$1,624,005.80, and authorizes the Chairman
to execute the attached contract after review and approval by the County Attorney's Office.

Dear Mr. Ordoiiez:
Based upon our review of the bids received for the above-listed project it is our opinion
that Douglas N. Higgins,Inc. is the low bidder for the project.
However,their bid for item 102-1 Maintenance of Traffic was only$25,000 or 1.54%of
the total bid. This bid price was lower than expected for a project of this size and
compared to the other bidders. The Purchasing Department contacted Brandy Bartolone,
a Regional Manager for Douglas N. Higgins, Inc., to confirm that they would be able to
safely maintain traffic in order to construct the project. Brandy Bartolone confirmed that
they were "comfortable" with their bid price and would be able to maintain traffic safely
throughout the life of the project.
We are not aware of any outstanding issues or problems with Douglas N. Higgins, Inc.
and based upon the above-referenced correspondence with the Purchasing Department,
we would recommend their selection as the low bidder.
Agnoli, Barber&Brundage, Inc. looks forward to working successfully with Douglas N.
Higgins, Inc. on this project.
