EXECUTIVE SUMMARY Recommendation to approve a budget amendment in the amount of $87,000 from Tourist Development Council (TDC) Beach Park Facilities Fund (183) reserves to make piling repairs to the Clam Pass Boardwalk drawbridge, and make a fmding that this project promotes tourism. OBJECTIVE: To repair damage, caused by marine organisms, to the piling of the Clam Pass access bridge to assure continued safe access for tram and pedestrian traffic between the Clam Pass Park parking lot and the beach. CONSIDERATIONS: Following the completion of the mechanical and structural repairs to the bridge's draw span, operating mechanism, and deck structure in 2012, Cronin Engineering, Inc. performed an underwater visual and physical inspection survey of the fourteen (14) wood pilings supporting the Clam Pass Boardwalk/Tramway Bridge. The report concluded that five (5) pilings have significant deterioration and are in need of repair, and the other 9 pilings should be re- jacketed for improved future protection from deterioration by marine organisms. The proposed repair project was then presented to both PARAB and TDC for concept and funding approval. On March 25, 2013, the Tourist Development Council approved funding of $115,000 for the Clam Pass Bridge Piling Repair Project and found that the project supported tourism. Following the TDC concept and funding approval, Staff, together with Cronin Engineering, performed a study to determine the most cost effective design for the repairs to the pilings. Once the method of repair was finalized, requests for quotations from the four general contractors on the County's fixed term annual contract (10 -5510, General Contractor Services) were solicited. On October 23, 2013, three quotes were received, opened and tabulated. The low bidder was Wright Construction with a quote of $79,158. Stars recommendation to award the work to Wright Construction was approved by the TDC at the November 25, 2013 meeting. FISCAL IMPACT: Funding for the repair under discussion is not included in the current budget although the TDC has approved funding of $115,000 for the project. Accordingly, project funding will need to be provided from TDC Park Beach Facility Fund (183) reserves in the amount $87,000 to cover the repairs and to provide a 10% contingency for permit fees, unforeseen site conditions, cost of final inspection and other project related expenses. A budget amendment reducing TDC Fund (183) reserves (183- 919010- 993000) in the amount of $87;000 and moving the funding into the Clam Pass Bridge Repair Project (183- 116366- 80205) is required. This funds reserve position totals $8.3 million. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval. - CMG RECOMMENDATION: That the Board approves a budget amendment from Tourist Development Council, Beach Park Facilities Fund (183), in the amount of $87,000, to provide funding for the piling repairs to the Clam Pass Bridge, and make a finding that this project promotes tourism.
