EXECUTIVE SUMMARY Recommendation to approve the submittal of a grant application for the 2013/2014 Federal Highway Administration (FHWA) Flexible Funds for the construction of improvements to the Collier Area Transit Administration, Operations & Maintenance facility in the amount of $1,186,348 through the Federal Transit Administration (FTA) Transportation Electronic Award Management (TEAM) System OBJECTIVE: To obtain grant funds for the construction of improvements to the Collier Area Transit Administration, Operations & Maintenance facility located at 8300 Radio Road for Fiscal Year 2013/2014 in the amount of $1,186,348. CONSIDERATION: On December 13, 2013, the Metropolitan Planning Organization Board adopted a Transportation Improvement Plan amendment to include funding for improvements at the CAT Administration, Operations & Maintenance Facility in the amount of $1,186,348. In order to utilize these funds for a Transit project, the funds must be entered into the Federal Transit Administration (FTA) Transportation Electronic Award Management (TEAM) System. The application has been prepared and attached for the Board's approval. The total estimated construction costs for phase 1 and 2 improvements to the CAT Administration, Operations & Maintenance facility are $4,553,149, this amount is based on the 90 % design plans and is expected to be further refined once 100% plans are received. Several n grants are being utilized to fund this project, the total amount of funding currently anticipated from various FTA grants (inclusive of this application) is $4,602,527. FTA establishes a useful life range of 40 -50 years for the minimum useful life of a facility. Based on FTA's guidance, building and facilities (concrete, steel and frame construction) have a minimum useful life of 40 years.. Maintenance costs for the existing facility are currently included in the adopted budget, increased .maintenance costs -for the improvements are being considered as part of the - design process and will be provided prior to bid award. The grant process requires transit projects to provide.a 20% match. Collier County has requested approval from the Florida Department of Transportation (FDOT) for the use of toll revenue credits in the amount of $296,5.87 as a soft match for the grant. After review and approval by FTA, the grant award is electronically executed in TEAM by the Collier County BCC appointed designee, Stephen Carrell. Alternative Transportation Modes (ATM) and Office of Management and Budget (OMB) grant compliance staff will also use this electronic system to manage the projects and submit all required reports. FISCAL IMPACT: Collier County has requested approval from the Florida Department of Transportation for the use of toll revenue credits in the amount of $296,587 as soft match for $1,186,348 in FY 14 Capital Grant Funds. A budget amendment will be required to recognize the funds when FTA awards the grant to Collier Area Transit through TEAM.
