EXECUTIVE SUMMARY
Recommendation to reappoint a member to the Health Facilities Authority.
OBJECTIVE: To reappoint a member to the Health Facilities Authority.
CONSIDERATIONS: The Health Facilities Authority is a 5 member authority created on
November 20, 1979, by Ordinance No. 79 -95 in accordance with Chapter 154 of the Florida
Statutes. The purpose of the authority is to assist health facilities in the acquisition, construction,
financing and refinancing of projects in any incorporated or unincorporated area within the
geographical limits of Collier County. Members must be County residents. Terms are 4 years.
A list of the current membership is included in the backup.
The term of Edward Morton on this authority expired on October 9, 2015. The vacancy was
advertised and the following application was received:

STAFF RECOMMENDATION: It is recommended that Mr. Morton be reappointed to his seat
on the Health Facilities Authority, to a four -year tern expiring on October 9, 2019. A
recommendation memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
reappointment.

RE: Collier County Health Facilities Authority; Appointment
The term of Edward Morton on the Health Facilities Authority has expired and he has applied
for reappointment. No other persons have applied for this appointment.
Mr. Morton is well -known to many of us in this community as the former CEO of NCH
Healthcare System. His knowledge of, and perspective on, the financing of health care facilities is
extensive. He has a long history of civic involvement, including being a past chair of the Greater
Naples Chamber of Commerce, and a trustee of FGCU. He has been appointed by the Board of
County Commissioners to chair a blue ribbon committee which delivered a report on pre - hospital
emergency care. In short, Mr. Morton possesses outstanding qualifications for service on the
Authority, and I highly recommend his re- appointment.
