EXECUTIVE SUMMARY
Recommendation to appoint a member to the Collier County Citizens Corps.
OBJECTIVE: To appoint a member to the Collier County Citizens Corps, representing the Community
Emergency Response Team (CERT), to fill the remainder of a vacant term expiring on November 5,
2018.
CONSIDERATIONS: This 11 member committee was established on November 5, 2002 by Ordinance
No. 02 -56 to advise the Board of County Commissioners on domestic terrorism related issues; to act as a
coordinating agency for the enhancement of activities that support emergency services, law enforcement
and disaster prevention, preparedness and response; to assist in the recruitment of volunteers by
publicizing and expanding existing community programs; to facilitate communication between Collier
County & State & Federal agencies on mitigation activities, as well as to enable Collier County to
identify outside resources such as grants, training opportunities and equipment. The committee members
represent various community organizations. Each member shall be considered a liaison between their
respective organization and the committee, and shall be recommended by their organization to the Board
of County Commissioners for consideration for appointment to the committee for a four year term. A list
of the current membership is included in the backup.
Mr. Russell Rainey, representing CERT, has resigned. Chief Kingman Schuldt of the Greater Naples Fire
Rescue District has recommended that the below applicant be appointed as the replacement CERT liaison
to this committee.

COMMITTEE RECOMMENDATION: That the Board of County Commissioners appoint Barry
Gerenstein, representing the Community Emergency Response Team, to serve the remainder of a vacant
term expiring on November 5, 2018. A recommendation memo from Chief Schuldt is included in the
backup.

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the appointment.

appointment to the committee for a four year term.
Expert consultants from private and governmental emergency services agencies as listed below
are strongly encouraged to attend on behalf of their employer, in a non - voting capacity: City of

Collier County Health Department, District 20 Medical Examiner, law enforcement/neighborhood
