EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Airport Authority, adopts
the attached Resolution approving the proposed rate schedules for the Everglades Airpark,
Immokalee Regional Airport and Marco Island Executive Airport for 2016.
OBJECTIVE: To approve rate schedules for the Everglades Airpark (X01), Immokalee Regional
Airport (IMM), and Marco Island Executive Airport (MKY) for 2016.
CONSIDERATIONS: Ordinance 2010 -10, Section Five C.6 states that the Airport Authority has the
power to adopt by resolution a schedule of rates, fees, and other charges.
The Airport Leasing Policy, Section II, states that a "Rate Structure" updated and approved by the
Authority annually will serve as a guide when negotiating fees.
The notable changes to current rate schedules are based on market comparisons, current costs, or
previously approved methodology, and are as follows:
• ALL AIRPORTS - Office space rates have been increased 1.5% based on CPI per signed lease
agreements.
• ALL AIRPORTS - Hangar rental rates have been increased 1.5% based on the Consumer Price
Index (CPI) per the standard t- hangar agreement approved by the BCC on March 8, 2011,
Agenda Item 16G3.
• ALL AIRPORTS - Digital advertising rates have been added for a "pilot" program. Staff is in the
process of developing an application for this program.
• X01 — Camping fees have been increased slightly based on market comparisons.
• IMM - Land lease rates have been increased based on CPI.
• IMM - Tiered fuel discounts for Jet -A fuel has been revised to be consistent with MKY.
• IMM — A fuel- service fuel discount have been added for customers with a current t- hangar
agreement, tie -down agreement, or valid Airnav Airboss Discount Program enrollment.
• IMM — Camping fees have been increased slightly based on market comparisons.
• IMM — An annual access fee for ultralights has been added.
• MKY — A land lease rate for aeronautical use has been added, based on a market study conducted
in 2012, adjusted for annual CPI increases.
• MKY — Tie - down/overnight parking fees for large aircraft have been increased slightly based on
market comparisons.
• MKY — Parking fee exemptions have been revised based on market comparisons and industry
trends.
• MKY — AvGas self service fueling fees has been added in anticipation of upgrading the fuel farm
to provide this capability during 2016.
• MKY — A full - service fuel discount has been incorporated for customers with valid Airnav
Airboss Discount Program enrollment.
• MKY — A seasonal full- service AvGas discount has been added for flight schools to encourage
transient flight schools during the off season (April 1 — October 31).
• MKY - An annual tiered volume discount program has been added for large quantity purchasers
of AvGas fuel.
FISCAL IMPACT: Modest increases are expected in certain revenue line items. Impacted revenue
categories are expected to meet or exceed the FY2016 budget.

AS THE COLLIER COUNTY AIRPORT AUTHORITY,
APPROVING THE ATTACHED RATE SCHEDULES
FOR 2016 FOR THE EVERGLADES AIRPARK,
IMMOKALEE REGIONAL AIRPORT, AND MARCO
ISLAND EXECUTIVE AIRPORT.
WHEREAS, Airport Authority staff has recommended to the Board of County
Commissioners that the attached rate schedules for the Everglades Airpark, Immokalee
Regional Airport, and Marco Island Executive Airport be adopted for 2016; and
WHEREAS, the Board of County Commissioners, acting as the Collier County
Airport Authority, hereby accepts the recommendations of staff and
WHEREAS, these rate schedules will remain in full force and effect until new rate
schedules are approved in December 2016 or later.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, ACTING AS THE
COLLIER COUNTY AIRPORT AUTHORITY, that the rate schedules attached hereto for
the Everglades Airpark, Immokalee Regional Airport, and Marco Island Executive Airport are
hereby approved for 2016.

The Annual Volume Discount Fuel Program offers reduced aviation fuel prices for large - quantity
purchasers of fuel. Customers must have purchased more than 30,000 gallons of fuel in the previous
fiscal year or commit to purchase a minimum of 30,000 gallons during the current fiscal year (October 1
through September 30). Customers wishing to take advantage of this program will be charged the non -
discounted rate for the first 30,000 gallons. Once 30,000 gallons have been purchased, the customer will
receive a credit to be used for future fuel purchases for the remainder of the fiscal year. Credit balances
remaining at the end of the fiscal year revert back to the Authority. Customers will be billed, and credit
cards are not accepted under this program. To qualify for this program, customers' credit worthiness will
be evaluated.

The Annual Volume Discount Fuel Program offers reduced aviation fuel prices for large- quantity
purchasers of fuel. Customers must commit to purchase the minimum gallons during the current fiscal
year (October 1 through September 30). Customers wishing to take advantage of this program will be
charged the non- discounted rate for the first tier (i.e.: 30,000 gallons of Jet -A). Once the minimum
gallons have been purchased, the customer will receive a credit to be used for future fuel purchases for
the remainder of the fiscal year. Credit balances remaining at the end of the fiscal year revert back to
the Authority.. To qualify for this program, customers' credit worthiness will be evaluated.
Customers wishing to take advantage of this program must inform the Airport Authority before October

The Annual Volume Discount Fuel Program offers reduced aviation fuel prices for large- quantity
purchasers of fuel. Customers must commit to purchase a -the minimum of 30,000 gallons during the
current fiscal year (October 1 through September 30). Customers wishing to take advantage of this
program will be charged the non- discounted rate for the first tier i.e.: 30,000 gallons of Jet-A). Once
39,099the minimum gallons have been purchased, the customer will receive a credit to be used for
future fuel purchases for the remainder of the fiscal year. Credit balances remaining at the end of the
fiscal year revert back to the Authority.

Every tenant will be issued two (2) keys at no charge to allow them access to their hangar or
other leasehold. Additional or replacement keys shall be purchased for a non - refundable fee of
$20 each. Upon termination of a leasehold, all keys issued to tenants will be returned to the
Airport Authority. if all keys are not returned, a charge of $70 for a lock change, tax included,
will be charged. If the tenant requests a lock change, there will be a charge of $70 for the lock
change.
