EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute the attached Resolution
authorizing execution of Joint Participation Agreement Contract No. G0615 with the Florida
Department of Transportation to fund construction of a replacement AvGas Fuel Farm Facility at
the Everglades Airpark, Project #33454. (Fiscal Impact $120,000 FDOT and $30,000 Local Match).
OBJECTIVE: To fund and execute the construction of an AvGas fuel farm facility at Everglades
Airpark (X01) essential to revenue - generation and airport operating activities.
CONSIDERATIONS: The Airport Authority has received funding approval from FDOT under the Joint
Airport Capital Improvement Program (JACIP) in the amount of $120,000 to construct an AvGas fuel
farm facility at XO1.
The existing self - service AvGas fueling facility was installed in 1996. The AvGas tank has been exposed
to the harsh salt - air /salt -water environment and direct sunlight for approximately twenty (20) years.
Flooding, hurricanes, and tropical storms have caused exterior corrosion of the tank and associated
plumbing. The facility has required painting and maintenance at an increasing level. If not rehabilitated
properly, the facility will deteriorate to a level that is non - compliant with enviromnental regulatory
agency standards and requirements.
In addition, the current system contains numerous outdated and obsolete parts, and is in constant need of
costly repairs. Revenue is negatively impacted in lost fuel sales when this fuel fann is inoperable.
These funds will enable the Airport Authority to construct an AvGas fuel farm that will replace the
existing facility, which is essential to revenue - generation and airport operating activities.
The total estimated cost to replace the fuel farm at X01 is $150,000. The FDOT Joint Participation
Agreement (JPA) award is for $120,000. The required local match of 20% or $30,000 is available within
Airport Operating Fund 496.

Due to the page volume of FDOT JPA G0615 a link has been provided.
FISCAL IMPACT: Budget Amendments are necessary to recognize FDOT grant revenue in project
number 33454 in the amount of $120,000 within Airport Grant Fund 498, and local match in the amount
of $30,000 (or required 20 %) within Grant Fund 499. The local match funds are available by transfer
from Airport Fund 496 Reserves funded by General Fund (001).
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote

RESOLUTION OF THE COLLIER COUNTY AIRPORT AUTHORITY
APPROVING AND AUTHORIZING THE EXECUTION OF THE ATTACHED
JOINT PARTICIPATION AGREEMENT G0615 WITH THE FLORIDA
DEPARTMENT OF TRANSPORTATION
WHEREAS, the Collier County Airport Authority has the authority to enter into the
attached agreement with the Florida Department of Transportation to undertake projects as
authorized by Chapter 332, Florida Statutes, and Rule 14-60 of the Florida Administrative
Code, and Ordinance 2004 -03, as amended.
NOW, THEREFORE, BE IT RESOLVED BY THE Collier County Airport Authority,
Collier County, Florida, that:
1. That the Joint Participation Agreement QPA) Number G0615 to fund an AvGas
Fuel Farm Facility at Everglades Airpark, Financial Management Number
438875 -1- 94-01, attached hereto, is hereby approved.
2. The Chairman of the Collier County Airport Authority, Tim Nance, is authorized
to enter into, modify or terminate JPA Number G0615 with the Florida
Department of Transportation unless and until it may be specifically rescinded.
3. This Resolution shall take effect immediately upon adoption.
ADOPTED this 8th day of December 2015 after motion, second and majority vote in
favor of adoption.
