Recommendation to approve and authorize the Chairman to sign, a one -year extension to the Memorandum of Understanding between the Collier County Board of County Commissioners and the Early Learning Coalition of Southwest Florida, Inc., to provide funding in the amount of $75,000 in Fiscal Year 2016. OBJECTIVE: Implement policies to strengthen and diversify our local economy, including building partnerships with other groups to assist in the development of Collier County's economy, as provided by this Memorandum of Understanding for services to aid employees or job seekers with child care needs, to enable career opportunities that would not be possible otherwise. CONSIDERATIONS: This is the Sixth year that Board has budgeted funds for the Early Learning Coalition of Southwest Florida, Inc. The ELC provides services to families, children and child care providers in Collier, Glades, Hendry and Lee Counties. By linking families to child care and Pre -K services, the ELC supports parents' ability to work and helps prepare children for success in school (Early Learning Coalition -Fact Sheet). On September 8, 2011, during the budget hearings, the Board directed the County Manager to work with the ELC during future budget preparation for commitment of future funding. As such, $75,000 has been budgeted in Fiscal Year 2015 for continuing support of the ELC. The terms covering this funding commitment, including requirements for both the County and the ELC, are contained within the original MOU, along with modifications that have been included in subsequent extensions. This extension incorporates previously approved changes and provides for updated dates for Fiscal Year 2016. No new or additional changes /modifications have been requested by the County or the ELC. FISCAL IMPACT: A $75,000 appropriation has been established within the budget of the General Fund 001, within the Economic Development cost center, for Fiscal Year 2016. GROWTH MANAGEMENT IMPACT: There is no growth management impact related to this request. LEGAL CONSIDERATIONS: The Extension was prepared by the County Attorney, is legally sufficient, and requires majority vote for approval. -JAB RECOMMENDATION: That the Board of County Commissioners approves, and authorizes the Chairman to sign an extension to the Memorandum of Understanding between the Collier County Board of County Commissioners and the Early Learning Coalition of Southwest Florida, Inc., to provide funding in the amount of $75,000 in Fiscal Year 2016. This Fourth Extension of Memorandum of Understanding (also referred to as the "Extension ") is entered into this day of December, 2015, between the Collier County Board of County Commissioners, hereinafter referred to as "COUNTY" and the Early Learning Coalition of Southwest Florida, a Nonprofit Corporation registered under the laws of Florida Chapter 617, operating under the laws of the State of Florida and, hereinafter referred to as the "COALITION." This Fourth Extension shall begin October 1, 2015, and end September 30, 2016, unless terminated by either party as provided for herein. 1.
