EXECUTIVE SUMMARY Recommendation to award Contract No. 15 -6519 — Lely Area Stormwater Improvement Project ( LASIP), Wingsouth Stormwater Improvements and Sandy Lane Interconnect Stormwater Improvements, to D.N. Higgins, Inc., in the amount of $ 3,513,224.50, Project No. 51101. OBJECTIVE: To continue with the construction of the Lely Area Stormwater Improvement Project ( LASIP) by awarding contract No. 15 -6519, for Wingsouth Stormwater Improvements (the base bid) and Sandy Lane Interconnect (alternate bid), to D.N. Higgins, Inc., the lowest, responsive and qualified bidder. CONSIDERATIONS: This is the final large LASIP construction activity to take place. It is made up of two parts: (1) The Wingsouth Improvements, consisting of two channels and three new weirs lying in the vicinity of the Wingsouth Airpark runway, and (2) the Sandy Lane Interconnect, a ditch that connects the Wingsouth stormwater system to the system along Santa Barbara Blvd. These two parts of the project were designed by different firms, and were combined for this construction effort because of their contiguous nature to achieve simplicity and efficiency. LASIP construction began approximately ten years ago and consists of twenty -nine portions (see phasing map, attached). After Wingsouth and Sandy Lane are constructed, only two small portions will remain consisting mainly of ditchwork, a few structures, and minimal piping. These are the Cope Lane and Crews Road portions. The "Invitation to Bid" advertisement for the LASIP/Wingsouth and Sandy Lane Interconnect Stormwater Improvement construction was posted on September 15, 2015, in the Naples Daily News. Also, 2,373 notices were emailed to subscribers and 131 vendors downloaded the specifications. The following seven (7) bids were received by the October 22, 2015 due date: The Purchasing Division tabulated and verified the bids. D.N. Higgins, Inc., is the apparent low bidder. Staff and the design consultants performed a bid analysis to determine if there were any anomalies in the bids, and noted no discrepancies. These bids compare well with the total Engineer's Estimate of $3,845,354.75. D.N. Higgins's bid was 8.6% below the Engineer's Estimate. Packet Page -344- Contractor Bid 1 D.N. Therefore, staff recommends awarding the construction contract to D.N. Higgins, Inc., the lowest responsive and qualified bidder. FISCAL IMPACT: Total funding needed is $ 3,513,224.50. The project was approved by the Board of County Commissioners (BCC) in the FY 2016 budget. Source of funds will be grant funding and ad valorem. Additionally, South Florida Water Management District (SFWMD) Agreement #4600003312 was approved by the BCC on 10/13/2015 to provide Stormwater grant assisted funding for this project. Maintenance costs for aquatic weed spraying related to the improvements are estimated to be $6,500 annually. Additional right -of -way acquisitions have been acquired that will add acreage to the mowing and garbage removal maintenance at an estimated cost of $3,500 per year. GROWTH MANAGEMENT IMPACT: The project is in accordance with the goals and objectives of the Drainage Sub - element of the Growth Management Plan for Collier County Stormwater Management. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. —SRT RECOMMENDATION: To award Contract No. 15 -6519 to D.N. Higgins, Inc., in the amount of $3,513,224.50 for the construction of the LASIP - Wingsouth Stormwater Improvements and Sandy Lane Interconnect LASIP project and authorize the Chairman to sign the attached contract after final review by the Office of the County Attorney.
